(Baonghean.vn) - On December 24, Lieutenant Colonel Nguyen Huu Cuong - Deputy Chief of Vinh City Police said that the Investigation Police Agency has initiated a case, prosecuted the accused, and issued a decision to detain the accused Tran Van Tuan and his accomplices for fraud and property appropriation.
This is the subject who directly caused nearly 20 cases of fraud and property appropriation in Vinh City, the victims were students with a new trick, appearing for the first time in Nghe An.
During the period from March to June 2016, in Vinh City, a young man around 32 years old often appeared on a motorbike following high school students or university students to commit fraud and appropriate valuable assets.

The subject's trick is to use a broken electric saw that is no longer usable, but put it in a carefully packaged box as if it were unused, and stand it in front of the gates of high schools, universities, or colleges.
When he discovered a girl using an expensive mobile phone, he immediately followed her and pretended to ask for directions... After a few polite greetings, he introduced a scam: "A construction worker ordered an electric saw from me... I asked you to deliver this machine to a customer waiting nearby and then collect the money for me. If you agree, I will give you 300,000 VND."

To make the students believe it is real, the scammer calls (on speakerphone) a scammer accomplice. As students, when faced with the above situation, they often happily accept. However, before delivering the above product to the "customer" to receive the "compensation", the student must give him the phone or laptop... as a guarantee.
By this trick, dozens of students have been "trapped" by the above subject, causing discontent among parents and schools. "Most of the electric saws that the subject used to commit fraud and appropriate students' property were broken, only worth scrap metal. There was even a case where when opened, there were 3 half bricks inside," said Captain Ho Dinh Hoi, investigator of the Criminal Police Team (CSHS) of Vinh City Police - the person directly handling the case.

Faced with the above trick, the Vinh City Police Department leaders assigned the Criminal Police Team to establish Project 377L to investigate, clarify, and arrest the criminals. After nearly 5 months of investigation, the detectives identified the subject as Tran Van Tuan (born in 1984), residing in Gia Khanh village, Nguyen Trai commune, Thuong Tin district, Hanoi, and his accomplice as Nguyen Vu Huy (31 years old), from Vinh Ngoc commune, Dong Anh district, Hanoi, currently residing in Dien Thanh commune, Dien Chau district.

At the police station, Tuan and Huy confessed to having committed nearly 20 fraud cases to appropriate property from students in Vinh City.
The investigation agency announced that anyone who has been scammed with similar tricks should report to the Vinh City Police Department for investigation and clarification.
