Strictly prohibit giving gifts for personal gain: Awareness is needed from every cadre and party member
To properly implement the Politburo's regulations, each individual must be aware of the necessity and set an example in implementation.
On December 19, the Politburo issued Regulation No. 55, requiring a number of immediate actions to enhance the exemplary role of cadres and party members. Accordingly, the Politburo issued 6 regulations, which strictly prohibit the taking advantage of organizing exchanges, parties, meetings, and congratulations before, during, and after each congress, conference, session, or rally, traditional anniversaries, opening and closing ceremonies, or when cadres are promoted, appointed, conferred, promoted in military rank, rotated, transferred, etc. to eat, "party", give, or receive gifts, with the motive of profit.
The organization of weddings, funerals, death anniversaries, New Year's Eve and birthdays must be simple, economical, ensuring a new cultural lifestyle in accordance with the regulations of the Party and the State; in accordance with the fine customs and traditions, and the good cultural identity of the nation. It is strictly forbidden to take advantage of "giving gifts" or giving gifts with ulterior motives, which are not pure. Immediately put an end to the situation of eating, drinking, and "drinking" lavishly, wastefully, causing negative reactions in public opinion.

After this Regulation was issued, public opinion and Party members expressed their high support, because this is not only a correct policy, in line with the people's wishes, but it also demonstrates a very high political determination of the Party and State in the context of the country's economy still facing many difficulties, the whole society needs to practice thrift and fight waste. Public opinion expects that the Politburo's Regulation, the political orders from the highest leadership level will be seriously implemented by the whole society from top to bottom: Superiors should set an example for subordinates to voluntarily follow.
“Although this is not a new policy, the direction and solution of the Central Committee is very new, it creates an invisible force that makes the masses and Party members clearly see their own responsibility and self-awareness to join hands and unanimously implement the Politburo's regulations seriously and effectively. When society is self-aware and implements, it is also when people believe in the Central Committee's political determination,” said Mr. Phan Van Quang, Head of the Front Work Committee of Residential Area No. 7, Phan Chu Trinh Ward (Hoan Kiem, Hanoi).
However, in order for the regulation to be strictly and effectively implemented to avoid the situation of "the elephant's head and the mouse's tail", according to Mr. Phan Van Quang, there needs to be a movement from each individual, self-awareness of the need to implement and self-conscious, exemplary implementation; each organization, unit, and each Party cell from the grassroots level to higher levels also needs to have movement, absolutely not covering up, concealing, being considerate, or avoiding violations, or individuals who do not comply.
Mr. Nguyen Van Khang (Giap Tu village, Thinh Liet, Hoang Mai, Hanoi) said that this policy of the Party is completely correct, whether it is effectively implemented or not depends largely on the exemplary behavior of cadres and party members at all levels. "Cadres must go first so that the country can follow", people and subordinates always look at every action and deed of cadres and superiors. Those actions do not demonstrate responsibility, do not demonstrate exemplary behavior, it will be difficult to change the awareness and trust of people and subordinates.
Mr. Nguyen Quang Ngoc (Party member of Party Cell 11, Thinh Liet Ward, Hoang Mai District, Hanoi) suggested that in order to effectively implement and comply with Regulation 55 of the Politburo, it is necessary to take strong measures like the Trinh Xuan Thanh case.
“Although the Trinh Xuan Thanh case is still being processed, the initial results have caused a big stir in public opinion. Individuals and organizations that do not strictly implement the Politburo's Regulations must be disciplined, even some cases must be brought to justice to set an example, to avoid the situation of shouting and leaving it there, but waste is still rampant, no one is responsible,” said Mr. Ngoc./.
