Quarter I of 2017 must complete land acquisition and clearance for Vinh urban development project

The Vinh Urban Development Project, funded by the World Bank, includes four components: Improving services and upgrading basic infrastructure; improving environmental sanitation; building bridges and urban roads; and enhancing technical infrastructure capacity. The total investment of the project is 152.922 million USD, equivalent to 3,180 billion VND, of which the World Bank loan is 98 million USD, and Vietnam's counterpart fund is 54.922 million USD.

The project is expected to be completed on December 30, 2017. Up to now, the total capital disbursed from the World Bank loan is 47 million USD, reaching 55% of the total project capital; the project implementation time is 80%; the counterpart capital has been provided 970 billion VND.

Currently, the project has completed a number of packages such as: Improving school sanitation; Building resettlement areas in Hamlet 5, Nghi Phu Commune; Upgrading and renovating the North Canal, Phase 1 and 2; Upgrading and renovating canal No. 3; Upgrading the main wastewater pumping station, building a new wastewater pumping station and a self-flowing canal to the main pumping station and is implementing the construction of 11 construction packages. Of which, some packages are facing difficulties and obstacles in site clearance, so the construction progress is slower than the assigned plan.

World Bank representative, Ms. Phan Thi Phuong Huyen said that although the Vinh urban land acquisition project has made many steps forward, the progress is still slow. In particular, in Hung Nguyen district, there are still many areas that have not been cleared. In order for the Vinh urban development project to be completed in June 2018, the locality must completely complete the land acquisition work in the first quarter of 2017.

Discussing with the working group, Mr. Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee agreed with the opinions and recommendations of the expert group. At the same time, he committed to completing the site clearance work in the first quarter of 2017. After the Lunar New Year holiday, Vinh City and Hung Nguyen District immediately started the site clearance work. The biggest problem is on the 35m road section through Nghi Duc commune, the compensation area for site clearance has been measured.
