Strict control over passenger transportation during Tet holiday.

(Baonghean) - This is the statement from the functional forces of Nghe An province regarding the implementation of the passenger transport plan during the Lunar New Year and Spring Festival of Dinh Dau 2017. According to estimates, during this year's Tet holiday, the entire province will mobilize approximately 19,145 vehicles to serve nearly 440,000 people.

Provide sufficient transportation to serve the people.

Mr. Nguyen Viet Hung, Head of the Transport Management Department of the Department of Transport, affirmed that, drawing on experience from previous years, during the Lunar New Year and Spring Festival of 2017, the transport sector promptly reviewed the vehicles of individuals, organizations, and businesses involved in passenger transport. Simultaneously, they arranged appropriate inter-provincial and intra-provincial transport routes. The sector is prepared with contingency plans to ensure sufficient vehicles to serve the public.

According to calculations, all routes to localities will have increased transportation capacity, with 14 intra-provincial and inter-provincial routes with high passenger traffic (estimated at over 2,500 passengers) receiving more buses and improved route management. The Vinh - Hanoi route and vice versa is expected to have the highest number of passengers, over 67,200 (not including the large number traveling by train and plane), and the transportation sector has planned 2,356 vehicles to serve the public.

Approximately two months before the Lunar New Year, the Provincial People's Committee issued Decision 6155/QD.UBND establishing the Steering Committee for passenger transport services during the Tet holiday and Spring festivals of 2017. Accordingly, the Department of Transport was assigned the main responsibility of directing and coordinating with functional forces to organize and control passenger transport during the Tet holiday.

During the discussion, Mr. Nguyen Que Su, Deputy Director of the Department of Transport and Head of the Steering Committee for Passenger Transport Services during Tet, stated that the department has developed a comprehensive plan, based on increasing the deployment of vehicles and personnel to serve fixed routes, meeting emerging needs when necessary. The department's leadership has assigned officers to closely monitor all intra-provincial and inter-provincial routes, as well as bus routes. Vehicles operating on licensed routes are strictly prohibited from abandoning their designated routes or operating outside their permitted routes. Simultaneously, the department is organizing effective management of passenger transport under contracts for spring excursions and by taxi… The Department of Transport is determined to ensure that no passenger is left stranded at bus stations due to a lack of transportation to return home for Tet.

Take strict action against those who violate the regulations.

During the implementation of the passenger transport service plan, the transport sector, together with the police, organized for businesses and units operating passenger transport to sign commitments to implement measures to ensure traffic order and safety, not to carry more passengers than allowed, not to overcrowd passengers; and not to transport flammable or explosive materials or livestock.

Authorities will establish a hotline to receive and process passenger feedback; and regularly maintain a reporting system to promptly address any shortcomings in the implementation of the plan, contributing to ensuring that people can trade and travel safely during the Tet holiday and celebrate the Lunar New Year 2017.

Vinh City has been identified as the focal point of the passenger transport campaign during the Tet holiday in Nghe An province. Besides fixed routes to districts, towns, and other provinces, it also serves as a transit hub for passengers from other provinces to Vinh City, who then travel to districts and towns to celebrate Tet. Therefore, transport control measures have been intensified with close coordination between the police, traffic police, public order officers, and transport inspectors.

Lieutenant Colonel Hoang Duy Ha, Deputy Chief of Vinh City Police, added: Functional forces have agreed to strengthen patrols and inspections, and strictly handle cases of businesses participating in passenger transport violating regulations by carrying more passengers than permitted. Vinh City is an important hub and frequently faces traffic congestion. Therefore, any vehicle that detours to pick up passengers or carries too many passengers will be severely punished.

Mr. Ha Tien Son, Deputy Chief Inspector of the Department of Transport, also affirmed: The force will strengthen inspections of road transport for all vehicles, preventing the occurrence of illegal taxis and unauthorized bus stops, and limiting the problem of passenger poaching and touting. The force will also closely coordinate to ensure traffic safety at bus stations and passenger pick-up and drop-off points; inspect and control the quality of transport on routes; and ensure adherence to routes and itineraries in a civilized and courteous manner.

Nghe An has passenger transport connections on 142 fixed routes (33 intra-provincial routes and 109 inter-provincial routes). Along with nearly 3,000 passenger vehicles, the province also has 267 vehicles regularly contracted to transport passengers, 1,737 taxis, and 245 buses.
