Provincial Party Secretary: The Organizing Committee must be the 'architect' in building a streamlined and efficient apparatus

(Baonghean.vn) – On the morning of January 16, the Provincial Party Committee's Organizing Committee summarized the Party building work in 2016 and deployed tasks for 2017.

Attending the conference were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Huu Lam - Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Organization Committee; representatives of cities, towns, Party Committees, and affiliated Party Committees; representatives of departments, branches, and sectors, heads of departments, and personnel organization committees of departments, branches, and sectors.

In 2016, the Party building work of the province closely followed the programs, plans, and directions of the Central, Provincial Party Committees, and Party Committees at all levels, proactively and enthusiastically striving to successfully complete key tasks and regular tasks according to the programs and plans set out.

Up to now, all four major contents in the action program to implement the Resolution of the 18th Provincial Congress related to the advisory work of the Provincial Party Committee's Organizing Committee have been issued by the Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee, such as: Resolution No. 02 -NQ/TU dated15/3/2016of the Provincial Party Executive Committee on rotation and transfer of party members, leaders and managers for the period 2016 - 2020.

In addition, the Provincial Party Committee's Organizing Committee, the Department of Home Affairs, the Provincial Fatherland Front Committee and other units have coordinated to promptly advise on the issuance of guiding and directing documents; advise on the implementation of personnel procedures for National Assembly and Provincial People's Council deputies; advise the Provincial Party Committee's Standing Committee on key personnel plans at the district level and personnel for National Assembly and Provincial People's Council deputies.

In particular, advising on the arrangement and assignment plan for the Vice Chairmen of the Provincial People's Committee (1 comrade holds the position of Vice Chairman of the Provincial People's Council), district level (withdraw 2 comrades to provincial level agencies, arrange 1 comrade as permanent deputy secretary of the district Party Committee) and commune level (the number of surplus Vice Chairmen of the Commune People's Committee that must be arranged is 179 comrades).

On the other hand, implementing Resolution No. 39 - NQ/TW dated17/4/2015of the Politburo, the Provincial Party Committee's Organization Committee has advised and assisted the Provincial Steering Committee in performing the task of unified staff management of the political system in the whole province such as: establishing the Steering Committee to develop the Project "Arranging the organizational apparatus, streamlining the staff and restructuring the team of cadres, civil servants and public employees to improve the effectiveness and efficiency of the political system of Nghe An province" and implementing the Central Organization Committee's Guidelines on building job positions and civil servant ranks in Party agencies, the Fatherland Front and socio-political organizations.

In 2016, implementing the process of introducing additional Chairman and Vice Chairman of the Provincial People's Council, adding 1 Deputy Secretary of the Provincial Party Committee, 3 members of the Provincial Party Committee Standing Committee; transferring a number of comrades of the Standing Committee and Provincial Party Committee members; transferring and rotating 11 comrades from the province to the district; transferring and arranging 12 comrades from the district to the province; adding 9 comrades to key positions in districts, cities and towns; appointing, arranging and rotating 28 comrades to positions of heads and deputy heads of provincial departments, branches, sectors and unions...

At the conference, the leaders of the Provincial Party Committee's Organizing Committee presented a report explaining a number of difficulties and recommendations. Representatives of localities, departments and branches also discussed the work of Party building and organization.

Speaking at the conference, Secretary of the Provincial Party Committee Nguyen Dac Vinh assessed that the organization has been stable for a long time, the work has been carried out professionally, in accordance with the prescribed framework. However, implementing the Project of restructuring the apparatus, streamlining the payroll associated with job position descriptions, the province has a Decision, a Steering Committee, a support team, and implementation to the localities, but through inspection is slow. Therefore, in 2017, a specific roadmap will be designed to consider this issue to reorganize the apparatus to meet the requirements of a proficient cadre and civil servant apparatus, from which there will be a basis for streamlining.

To achieve this, the Provincial Party Secretary emphasized that the Organizing Committee must truly be an architect, building an organizational chart; this organizational chart must meet the requirement of looking at the province from the grassroots level to see the general, see the big issues, see the issues in principle; at the same time, when going into details, it must be able to dissect the details. The classification of the organizational model must be very clear: administrative department, career department, in the career department there are completely autonomous career departments, there are partially autonomous departments.

In the work of developing party members, the Provincial Party Secretary also requested changes in the way of doing things based on a holistic view; at the same time, it is necessary to pay attention to the quality of new party members; along with that, it is necessary to improve standards in policies to attract and recruit cadres.

Comrade Nguyen Dac Vinh also suggested that the work of planning and training cadres should be well implemented; when planning, the Party Committee must unify the structure. Especially in training and training cadres, it is necessary to strengthen knowledge supplementation with the motto of identifying which cadres are weak in which issue and then further training on that issue; at the same time, linking training with practice through two very important forms: rotation and transfer.

Also at the conference, the Provincial Party Secretary mentioned the work of appointing and arranging cadres, accordingly, it is necessary to pay attention to correctly understanding and skillfully applying the principle of democratic centralism, in the spirit of approaching from a wide range of sources, using principles and standards for selection, and democratic discussion to come up with a narrow plan.

Regarding personnel policy, the Provincial Party Secretary suggested that Party Committee cadres, the Provincial Party Committee Office, the People's Council Office, and the People's Committee Office should arrange for senior specialists and experts.

Comrade Nguyen Dac Vinh also emphasized the principles, viewpoints, and approaches to better implement internal political protection and emulation and rewards.

On this occasion, the Provincial Party Secretary awarded the Emulation Flag of the Provincial People's Committee to the Provincial Party Committee's Organizing Committee for its excellent completion of all tasks, leading the patriotic emulation movement in 2016.

The Provincial Party Committee's Organizing Committee also awarded Certificates of Merit to the exemplary excellent Organizing Committees of the Party Committees directly under the Provincial Party Committee in 2016, including the Organizing Committee of the Nghia Dan District Party Committee, the Organizing Committee of the Provincial Agencies Party Committee, and the Organizing Committee of the Vinh University Party Committee.
