Deputy Prime Minister requests to overcome the problem of 'people not believing in employment data'
The Government leader reminded that the Ministry of Labor does not yet have accurate data on unemployment and employment but still has to go through the General Statistics Office.
Speaking at the online conference of the Ministry of Labor, War Invalids and Social Affairs on January 13, Deputy Prime Minister Vu Duc Dam directed the sector to focus on taking care of everyone during this time, especially those with meritorious services and the poor. He did not re-evaluate the achievements of the Ministry in the past year but spoke directly about some limitations.

The Deputy Prime Minister emphasized that the Ministry of Labor has long had data on unemployment and job creation mainly through the General Statistics Office, and the labor sector itself has not yet built accurate data. "Moving forward, the entire sector system must do it itself, because there are figures released on the employment situation that people do not trust," he said.
The Government has assigned the Ministry of Labor to manage the vocational training sector, so the Deputy Prime Minister requested that the sector boldly innovate. "Previously, when the Ministry of Education was in charge, it was said that it was the Ministry of Education, but now this responsibility belongs entirely to the Ministry of Labor. I request that the Ministry innovate comprehensively, not do it bit by bit," he emphasized.
Regarding labor export, the Deputy Prime Minister said he was "very unhappy" when he recently had to sign a document to send to the leaders of the two Ministries of Education and Labor requesting a review and correction of units sending international students, especially sending international students and interns to Japan.
"Why is it that the number of foreigners who violate the law in Japan is Vietnamese?", he asked, emphasizing that this is not only a matter of the country's image but also related to the labor market. Do not let it be like Korea, which had to temporarily suspend accepting Vietnamese workers for many years. If it is not done seriously, the labor market will not be sustainable.
Resolve the files of meritorious people
In 2017, the country will celebrate the 70th anniversary of War Invalids and Martyrs Day. The Deputy Prime Minister hopes that the Ministry of Labor and other responsible agencies will resolve the remaining files of meritorious people. We cannot let 70 years pass and there are still many painful problems, because there are people born in the 19th century who have passed away long ago but whose files are not yet completed. This is often a matter of honor for the whole family, and in some places, the whole village.
Regarding the pilot payment of policy money to meritorious people through post offices and services by some provinces, the Deputy Prime Minister suggested that this method should be implemented nationwide, "no longer piloting because applying information technology is the general trend".
Administrative reform is still mediocre.
The Deputy Prime Minister reminded that the administrative reform and application of information technology of the Ministry of Labor "are still mediocre, ranked in the middle, while the Ministry of Health has made remarkable progress".
Accepting the Deputy Prime Minister's opinion, Minister of Labor Dao Ngoc Dung said that the Ministry has assigned functional units to advise and select enterprises to build infrastructure and rent transmission lines to thoroughly apply information technology in administrative reform and policy payments for social protection beneficiaries and meritorious people. Next year, the Ministry strives to become one of the leading ministries in applying information technology.
Statistics up to September 2016, the whole country had 1.1 million people of working age unemployed, an increase of 29,000 compared to the previous quarter. The unemployment rate among youth was the highest at 7.86%. The unemployment rate among urban youth was 4 times higher than the general unemployment rate. The group with university degrees or higher has the highest unemployment rate, more than 202,000 people. Next is college with 122,000 people and vocational secondary school with 73,800 people. |
