Hoa claimed to be close to many VIPs and could apply to work as a security guard at Tan Son Nhat airport to receive hundreds of thousands of USD from many people who wanted to "run errands".

On January 22, Ho Chi Minh City police arrested Phan The Hoa for fraud and property appropriation.

This 47-year-old man is said to have admitted that he did not know anyone who could "take care" of getting into Tan Son Nhat airport, and only lied to take people's money.

According to the investigation, since 2014, Hoa has been accused by 13 people of "running" jobs for them in the security screening department at Tan Son Nhat International Airport. He received a total of nearly 150,000 USD (more than 3 billion VND) but none of them have found work.

Early last year, Hoa used the same trick again, promising to get Mr. Thanh a job here for 460 million VND. After waiting for a long time without any results, Mr. Thanh tried to meet Hoa but this person avoided him, or gave reasons: the application was canceled and had to be redone, the inspector was checking the airport...

Reporting to the police, Mr. Thanh said that Hoa threatened to "kill him" when he asked for his money back.

In addition, the police also accused Hoa of pretending to be the Director of the Institute for Environmental Research and Social Issues in Ho Chi Minh City. He wrote a document, stamped by the institute, and sent it to the Ho Chi Minh City Police Department to request a gun as a support tool.

When given a tear gas gun, Hoa used it incorrectly so it was confiscated and fined 3 million VND.

"Right after Hoa was arrested, we continued to receive reports from a woman in District 1 who was scammed out of 23,000 USD and 280 million VND by him to get a job," an investigator said.
