(Baonghean) - In the atmosphere of celebrating the country's renewal, celebrating the Spring of Dinh Dau 2017 and commemorating the 87th anniversary of the founding of the Communist Party of Vietnam, comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation took time to give an interview to Nghe An Newspaper about the situation and development orientation of the province; about the work of Party building and rectification.

PV:Dear Provincial Party Secretary, in the year of Binh Than 2016, in the context of many difficulties and challenges, Nghe An still achieved comprehensive results. Can you summarize some of the main highlights?

Comrade Nguyen Dac Vinh:2016 is the first year of implementing the Resolution of the Party Congresses at all levels for the 2015 - 2020 term, continuing to implement Resolution 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020, with the spirit of "breakthrough" and the vision of "developing in an integrated environment, based on integration, meeting integration requirements and aiming to achieve integration goals", overcoming many difficulties, the province's socio-economy continues to develop comprehensively. The growth rate of total product in the area reached 7.5%; agriculture maintained a fairly high growth rate associated with the new rural construction movement achieving high results.

Up to now, the whole province has 152 communes meeting new rural standards; creating jobs for more than 37,860 workers, of which 12,625 people are exported, the poverty rate has decreased to 9.5%; budget revenue has reached 11,005 billion VND, the highest ever. There are 1,926 enterprises and branches established, of which 1,541 enterprises, an increase of 12.52%. Export turnover of goods is estimated at more than 568 million USD. Foreign affairs and investment attraction have been vibrant, with 141 projects granted investment certificates with a total registered capital of more than 35,441 billion VND. The Prime Minister has agreed to establish the Nghe An Investment Promotion and Support Center (Nghe An IPC) under the Provincial People's Committee.

The environmental pollution incident in the central coastal region has had many negative impacts on Nghe An, but the Party committees and authorities at all levels have proactively led, directed, and promptly prevented it; contributing to ensuring national defense and security, creating stability for socio-economic development. Party building work has been focused on, with a focus on innovation and improving the effectiveness of leadership in the direction of both comprehensively covering all areas and focusing on key, urgent, and specific issues; focusing on assigning tasks and promoting the responsibility of leaders. Excited with the results achieved, but the goals of the term are very high, our province must continue to make more efforts and strive to achieve the targets, especially in 2017 - a pivotal year of importance in the 2016 - 2020 period.

PV:With the nature of an important pivotal year, in 2017, what is the specific direction of the province, Mr. Secretary of the Provincial Party Committee?

Comrade Nguyen Dac Vinh:First of all, Nghe An must unify its vision of progress in the international integration environment, closely linked with regional linkages, relying on regional linkages to converge strength and create development spillovers. That vision must be concretized in the implementation of the new program on economic restructuring associated with growth model innovation approved by the 4th Central Conference. In 2017, the province continues to focus on developing three key economic zones, focusing on Vinh city and Western Nghe An; dynamic projects with spillover effects to develop and shift the economic structure; promote tourism promotion and service development, because this is an area with advantages to accelerate; mobilize and effectively use resources, focusing on investment in infrastructure development.

Along with that, the province strictly manages and improves the efficiency of public investment, especially organizing and implementing well the medium-term public investment plan for the period 2016 - 2020 and 2017; tightening discipline in financial management and operation, State budget associated with implementing policies and solutions to restructure the State budget, public debt management in accordance with the direction of the Politburo. Implementing well 3 strategic breakthroughs, focusing on human resources to serve the development of the province.

In particular, the agricultural sector must continue to promote restructuring associated with land accumulation, application of new science and technology, building clean agriculture, increasing productivity, quality and value of products. This is also the foundation for building sustainable new rural areas. In addition to the role of the State in connecting and supporting science and technology, ensuring good materials, supporting loans, etc., farmers themselves, the subjects of the agricultural restructuring process, need to link together in cooperative and cooperative models to improve competitiveness, gradually forming a product supply chain; encourage the development of household and farm economic models, especially enterprises investing in agriculture to create a real "push".

The development of industry, services, trade and tourism will gradually "attract" labor from the agricultural sector, creating conditions for land accumulation and large-scale production. To continue to do this well, the province will continue to promote institutional reform, focusing on administrative reform, strongly improving the investment environment, and enhancing provincial competitiveness. The viewpoint is to create a stable policy framework, a convenient, quick and accurate approach between investors and state agencies; develop synchronous and modern infrastructure for transportation, electricity, water, seaports, airports and train stations; and encourage startups.

PV:To achieve the above goals, human resources play a very important role. So, what is the solution to improve the quality of human resources in the province, Mr. Secretary of the Provincial Party Committee?

Comrade Nguyen Dac Vinh:In my opinion, we must balance human resources in natural sciences, social sciences and engineering. In the context of rapid industrial development, we are lacking human resources in science and engineering. Therefore, the province continues to implement solutions including: Focusing on improving the quality of general education associated with career guidance; developing and improving the quality of the vocational training system; calling on foreign partners to come to our province to open or cooperate in building international quality training facilities, especially in technical training.

PV:In addition to the areas mentioned above, in order for Nghe An to develop into a fairly developed province in the Northern region, the goal of poverty reduction in the Western region and building Vinh City into a center of the North Central region are considered two important pillars. Could you please tell us about your guiding viewpoints for the development of these two regions?

Comrade Nguyen Dac Vinh:For the Western Nghe An region, in order to eliminate hunger, reduce poverty and develop the economy, in recent years the province has focused on restructuring towards bringing high-value, high-yield crops into production, along with doing a good job of market work; issuing policies to encourage and call for businesses to invest in this area and in fact, there have been large businesses investing and linking to consume products for the people; implementing the allocation of agricultural and forestry land to the people; promoting labor export. With the above solutions, the rate of hunger eradication and poverty reduction in the Western localities of the province has been fast and sustainable. This is also the solution that the province will focus on directing in the coming time. Along with that, it is necessary to focus on investing more in infrastructure, especially traffic infrastructure with cross-roads connecting National Highway 7 and National Highway 48 to create momentum for the Western region to develop faster.

Vinh City is the driving force of the province's development and is oriented to become the center of the North Central region in 10 fields. We need to pay special attention to developing Vinh City as the capital of the North Central region, as the center of regional development. This is a special advantage that needs to be promoted and utilized. Vinh must be built into the region's international integration center, thereby becoming a coordinate of international strength convergence, attracting high-class investment, a place to attract talent but also a place to train and provide high-quality human resources for the region and the whole country. Vinh must become a smart, modern city, a symbol of development full of humanity and intelligence.

Vinh City develops strongly and reasonably, which will help the province improve in many aspects. With that goal, first of all, the city must develop in the direction of forming convenient services, meeting the conditions for production and business operations, attracting investors and human resources, especially high-quality human resources. Second, it is necessary to strongly develop services, trade, human resource training, and the financial - banking system. Vinh City currently has a population of 400,000 and is aiming for a 1 million-population urban area with synchronous planning, as Uncle Ho's hometown. Therefore, it is necessary to pay attention to strictly managing planning, building beautiful architectural works with cultural identity; having reasonable policies, allocating land funds to develop financial, banking, trade, service, cultural, sports centers, etc.

Thus, considering laying the foundation for the development of Vinh city in the above direction as one of the top priority tasks of the Party Committee, government and all people of Nghe An in 2017 and the following period.

PV:On the occasion of the Spring of Dinh Dau 2017, what is the message that the Provincial Party Secretary would like to send to all cadres, party members and people of the province, comrade?

Comrade Nguyen Dac Vinh:In 2017, with new challenges and opportunities, each cadre and party member must be a pioneer and exemplary in leadership, direction, and organization; diligently learn and strive to improve professional qualifications; have creative and innovative thinking, create new values ​​to lead and strengthen the people's trust and support to new results and new achievements.

Grassroots party organizations, cadres and party members must thoroughly grasp, study and effectively implement Resolution No. 4 of the Central Committee (12th tenure) on strengthening Party building and rectification, preventing and repelling ideological, moral and lifestyle degradation, manifestations of "self-evolution" and "self-transformation" within the Party; Directive No. 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; focusing on political and ideological education. By doing so, each party member will be better, the Party organization will be stronger, work will be more effective, and create trust among the masses.
