Ky Son: Focus on sustainable poverty reduction, ensuring national defense and security

PV:In 2016, despite many difficulties, the border district of Ky Son still achieved many results in many fields. Could you please tell us about the outstanding developments of the district in the past year?

Comrade Vi Hoe:In 2016, Ky Son focused on directing the implementation of the set goals with a high political determination right from the beginning of the term. Therefore, the political security situation, border security, and social order and safety were stable. The friendly relationship between Ky Son district and neighboring districts of Laos was constantly nurtured, increasingly strong and developed.

The election of deputies to the 14th National Assembly and People's Councils at all levels for the 2016-2021 term was successfully held; the government apparatus at all levels was consolidated and put into operation with quality and efficiency. Ky Son continued to receive attention from the Central Government and the province in supporting and investing in economic development.

The total product in the district (GRDP) is estimated to increase by 6.79% compared to 2015. The average income per capita for the whole year is estimated at 17.6 million VND (in 2015 it was 15 million VND/person). Especially in the field of agriculture and forestry, despite unfavorable weather conditions, the district has promptly directed the Department of Agriculture to guide people to overcome difficulties in planting and achieving the planned area.

Therefore, the total output of grain still reached 26,605 tons, equal to 104.1% of the plan, up 12.8% over the same period. The main plants and animals that are specialties of the district, such as: taro, squash, ginger, black pigs, black chickens, fattened buffaloes and cows, etc., continue to be favored by domestic and foreign markets. The district has introduced a number of new models for trial planting, such as: safe vegetable growing model in Khe Nhinh (Huu Kiem commune); passion fruit in Muong Long, My Ly, Bac Ly communes brings in good income, etc.

Ky Son has organized a review to evaluate the effectiveness of economic models in the period of 2011 - 2016, identifying tasks and solutions to replicate models in the period of 2017 - 2020. Livestock and poultry continue to grow, especially buffalo and cow herds; compared to the same period in 2015, the cow herd increased by 5.7%, the buffalo herd increased by 4.6%.

Regarding the implementation of the National Target Program on New Rural Development, up to now, the average number of criteria achieved by communes is 5.7 criteria/commune. Some communes have achieved high results such as: Huu Kiem commune (11 criteria), Nam Can commune (8 criteria), Huu Lap commune (7 criteria).

The brocade weaving profession of Na village (Huu Lap - Ky Son) has existed for a long time. In 2010, it was recognized as a traditional craft village. The village has 131 Thai households, of which 30 households participate in the weaving group.

The District People's Committee focused on directing the construction of 6 new rural villages in 2016. The district also implemented well poverty reduction investment programs and projects, thereby accelerating the pace of poverty reduction in the area; the cultural and educational fields continued to achieve important results.

PV:To achieve the above results, the leadership and direction of Party committees at all levels is very important. Could you please tell us about the outstanding results in Party building work of the district?

Comrade Vi Hoe:To achieve the above results, the district has focused on implementing well the Party building work in terms of ideology, organization, inspection, supervision and mass mobilization. Regarding ideological work, we have organized a conference to disseminate Directive 05-CT/TW, dated May 15, 2016 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; studying and disseminating Directives and Resolutions of the Central, provincial and district seriously, ensuring the requirements set forth; promoting propaganda about the special friendship between Vietnam and Laos... to raise awareness, create unity and consensus of the entire political system, cadres, party members and people in implementing the goals of the resolutions of Party Congresses at all levels; fostering the special relationship between Vietnam and Laos.

Regarding organization and personnel work, immediately after the successful election of deputies to the 14th National Assembly and the election of deputies to People's Councils at all levels for the 2016-2021 term, Ky Son has organized the consolidation of the apparatus at all levels. In particular, the consolidation and addition of key leaders at the commune level with 22 comrades. At the district level, 11 comrades were transferred and rearranged for the positions of heads and deputy heads of departments and offices; 7 new comrades were appointed.

Strengthening the work of training and recruiting outstanding people to the Party, thereby recruiting 169 new Party members; converting 187 comrades from probationary Party members to official members. On the other hand, determining that improving the capacity and fighting strength of grassroots Party organizations is a key task to carry out political tasks, the district has built and directed Party cells and grassroots Party committees to thoroughly grasp the Project to improve the leadership capacity and fighting strength of grassroots Party organizations and consolidate the political system from the district to the grassroots in the period of 2015-2020...

Livestock farming is a strength in household economic development in Ky Son.

Along with that, the inspection and supervision work has been carried out in a guaranteed manner, in accordance with principles and procedures, serving well the requirements of the Party building task and the political task of the unit; creating high solidarity and unity within the unit. Mass mobilization work has also been carried out effectively, thereby preventing hot spots, mass complaints, and violations of authority; propagating and mobilizing people not to migrate freely, not to replant opium, not to dispute land, not to clear forests for farming, not to spread religion illegally, to focus on production, animal husbandry, and to stabilize life...

PV:2017 is an important year for promoting the implementation of the 5-year socio-economic development plan 2016 - 2020 and the Resolution of the 18th Provincial Party Congress, Resolution of the 22nd District Party Congress; could you tell us about the goals and solutions for the district's implementation?

Comrade Vi Hoe:Ky Son district will continue to focus on implementing Resolution No. 26-NQ/TW of the Politburo on the direction and tasks of Nghe An province's development until 2020 and Decision No. 2355 of the Prime Minister on approving the project on socio-economic development in the western region of Nghe An province until 2020, Resolution of the Provincial and District Party Congresses for the 2016-2020 term with the target of a growth rate of gross regional domestic product (GRDP) of 7% - 8%. GRDP per capita reaches 18.8 million VND; the poverty rate is 60%.

Regarding new rural construction, the district has a plan to implement specific criteria in 2017, focusing on building registered new rural villages; concentrating resources to build 2 communes: Huu Kiem, Nam Can to reach the finish line in 2018; striving to have 5 communes meet 12-14 criteria, the remaining communes, each commune increases 1-2 criteria. Ky Son will develop specific projects to submit to the Provincial People's Committee to issue specific mechanisms for the district in supporting investment in developing a number of fields: developing specialized production areas; investing in replicating effective economic models...

Regarding the building of the political system, Ky Son has set out 11 key tasks, including directing cadres and party members to strengthen discipline and order, promote self-awareness in cultivating qualities, ethics, and lifestyles by confining themselves to the Party's disciplinary framework; exemplary implementation of Directive 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, ethics, and lifestyle in conjunction with the implementation of Resolution 4 of the Central Committee (term XII) on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, and lifestyle, manifestations of "self-evolution" and "self-transformation within the Party"...
