Every year, the management agency will consider granting press cards in two batches.

According to the new regulations, the Ministry of Information and Communications will consider and issue press cards twice a year, on January 1 and June 21. The term of the press card is 5 years.

This is one of the notable contents stated in Circular No. 49/2016/TT-BTTTT issued, effective from February 15.

This Circular replaces Circular 07/2007/TT-BVHTT of 2007 of the Ministry of Culture and Information guiding the issuance, renewal and revocation of press cards. Previously, Circular 07 stipulated that once a year, the management agency would consider issuing additional press cards on the occasion of the anniversary of Vietnam Revolutionary Press Day, June 21.

The new regulation also clearly states that the application for a press card must be completed according to a form, signed and stamped by the head of the agency requesting the card. In the case of first-time card issuance, a certified copy of the university or college degree is required; a copy of the recruitment decision or related documents proving continuous work for 2 years or more...

The agency requesting the issuance of a press card shall submit the application for a press card before November 1 and April 21 every year and 120 days before the expiry date of the press card as specified on the card to the Press Department (for printed newspapers, electronic newspapers, state management agencies of the press, journalists' associations at all levels and lecturers specializing in journalism); the Department of Radio, Television and Electronic Information (for radio and television).

In addition, when a person who is granted a press card transfers to another work unit but is still eligible for a card, he/she must complete the conversion procedure according to regulations (the time to send it to the management agency is the same as in the case of a new card). Within 30 days from the date of receiving a valid application, the management agency will consider changing the card. The person who is granted a press card is responsible for returning the press card that was issued to the agency or unit before the job transfer to return it to the management agency.

In case of a card being issued but lost or damaged, an application must be submitted to the Ministry of Information and Communications. The application for re-issuance must be confirmed by the working agency and a notice of loss confirmed by the police of the town, commune or ward where the card was lost; in case the card is damaged, the old card must be sent along with it. Within 30 days from the date of receiving a valid application, the Ministry of Information and Communications will consider re-issuing the press card.

In case of revocation of press card, within 15 days from the date of revocation decision, the head of the press agency, head of the agency or unit of the person whose press card is revoked is responsible for collecting the press card of the person whose press card is revoked and submitting it to the management agency…/.
