Fraud ring 'runs' into police and military schools
The investigation agency determined that more than 100 victims transferred a total of 20.44 billion VND to get into Police and Military schools and work in the armed forces.
On January 7, the Criminal Police Department (C45), Ministry of Public Security, announced that it had prosecuted and detained Ngo Thi Hoa (42 years old), residing in My Dinh 2 ward, Nam Tu Liem district, Hanoi, for fraud and property appropriation.
An investigator from Room 8, C45 said that Hoa is the leader of a fraud ring that has been operating since 2014 in 26 provinces and cities nationwide, including Hanoi, Hai Phong, Thai Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Ho Chi Minh City, Binh Duong, Dong Nai, Binh Phuoc, Ba Ria - Vung Tau, Dak Lak, Dak Nong, Gia Lai...

The remarkable thing about this case is that Hoa did not meet any of the 100 victims directly, but all through intermediaries. On the morning of January 6, at the Criminal Police headquarters, Ms. Nguyen Thi Thu Hang (Hanoi) - the plaintiff, Hoa's intermediary "channel" with disheveled hair, tiredly confided: "Because she trusted Hoa too much and did not verify the relationships she created, Ms. Hang accepted 24 cases to apply for admission to Military and Police schools with the amount of 5.25 billion VND to transfer to Hoa".
According to Department 8, the incident originated in 2014, when Ms. Tran Thi Hai Thu, residing in Khanh Hoa province, became acquainted with Ngo Thi Hoa. Through phone calls, with her skillful speaking skills, bragging about her wide relationships with people in positions of power, Hoa won Ms. Thu's trust.
After that, Thu took on many cases of job and school applications and transferred money to Hoa. Through Thu, Hoa got to know Hang and from there got to know other intermediaries such as Ho Thi Nhan, Nguyen Khac Hung and Vu Ngoc Thu.

Typically, in the case of Mr. HNĐ, from Nam Dinh province, because he wanted to find a job for his younger brother who studied a foreign major to work at the Nam Dinh Provincial Police, he gave Hang 330 million VND in expenses, but so far he has not been able to find a job.
Next, Mr. NBT, from Nghe An province, accused Hang of receiving 150 million VND to get a job for her daughter-in-law at Hospital 198 but was not accepted and the money was not returned. Or in the case of the victim, Ms. KTL, who gave 250 million VND to Hang for her daughter to pass the exam to the People's Police Academy but failed and lost the money...
After receiving money from the victims, Thu, Hang, Nhan, Hung and Thu all transferred money to Hoa through a receipt. After the deadline, the victims urged them to contact Hoa because they could not go to work or school, and could not contact her. Knowing that they had been scammed, these people filed a complaint with the Ministry of Public Security's Investigation Police Department.
At the police station, Hoa was neither a beauty nor a sophisticated playboy, but rather austere. Hoa confessed that she had transferred the money she received from intermediaries to several people. However, the investigation agency determined that the place where Hoa transferred the money had no clear address, no documents or receipts.
Faced with clear evidence, Hoa had to admit that because of greed, she committed fraud even though she had no function or duty to apply for school or work.
