Innovate operations to meet voter expectations.

(Baonghean) - In 2016, the activities of the Provincial National Assembly Delegation underwent many changes aimed at improving the quality of its work and better meeting the expectations of the people. Through activities at the National Assembly forum, supervision work, and interactions with voters, the Provincial National Assembly Delegation increasingly affirmed the responsibility, role, and position of a people's representative.

Parliamentary imprint

In the legislative process, the National Assembly Delegation presides over and coordinates with relevant agencies, units, and individuals to organize consultations on draft laws and resolutions submitted to the National Assembly for approval. Members of the Delegation participate in conferences and seminars of the National Assembly's committees to gather opinions and contribute to draft laws and ordinances submitted to the National Assembly.

Regarding oversight activities, the National Assembly delegation of Nghe An province in the 13th and 14th terms chaired two local oversight sessions, specifically: a thematic oversight on "The implementation of the National Target Program for New Rural Development (2010-2015) in conjunction with the restructuring of the agricultural sector" and an oversight on "The election of National Assembly deputies for the 14th term and People's Council deputies for the 2016-2021 term in Nghe An province". In addition, the delegation coordinated oversight and surveys with the oversight delegations of the National Assembly Standing Committee and the National Assembly Committees.

With a sense of responsibility to the people, at the sessions of the 14th National Assembly, the National Assembly deputies from Nghe An province continued to focus their intellect and actively and wholeheartedly participate in all aspects of the National Assembly's work, worthy of their role as representatives of the will, aspirations, and right to self-governance of the people. The Nghe An Provincial National Assembly Delegation participated in speeches in the plenary session and in committee meetings. Especially from issues of social concern and opinions of the province's voters, the National Assembly deputies in the Delegation proposed tasks and solutions to be implemented in the coming time to ensure the successful implementation of the set plan, such as: proposing solutions such as organizing a review of the implementation process of economic group models; strictly handling corruption, waste, and loss of state assets in investment projects; Implement policies for war veterans and their families effectively, develop plans to support fishermen affected by the Formosa marine environmental incident, prioritize support for agricultural investment projects in remote areas, economically disadvantaged regions, and areas with difficult geographical conditions, find solutions to address land abandonment, and effectively manage the planning and operation of small and medium-sized hydropower plants...

At its second session, the 14th National Assembly conducted a thematic supreme supervision on "The implementation of the National Target Program for New Rural Development (2010-2015) in conjunction with the restructuring of the agricultural sector." The opinions of the National Assembly delegation from Nghe An province were incorporated by the National Assembly Standing Committee into the drafting of the thematic resolution on "The implementation of the National Target Program for New Rural Development (2010-2015) in conjunction with the restructuring of the agricultural sector."

During the second session of the 14th National Assembly, the delegation of National Assembly deputies from Nghe An province submitted questions in the plenary session and in writing. The questions focused on issues of public concern and those frequently raised by voters in the province, such as: the fight against corruption and waste; public debt, particularly in rural development; scattered and inefficient public investment, with many projects incurring losses and causing significant state asset losses; the appointment and promotion of officials, which has caused much public dissatisfaction; inadequacies in the education and training program; policies and benefits for teachers in disadvantaged areas and education administrators; and policies for those who have rendered meritorious services to the revolution. The questions raised by the National Assembly deputies from Nghe An province were answered directly by the Prime Minister and Ministers during the questioning sessions or in writing.

Voter outreach activities are becoming more in-depth.

One of the most important tasks for every National Assembly delegate is engaging with constituents. Therefore, before and after each National Assembly session, the Nghe An Provincial National Assembly Delegation develops a plan for constituent engagement, enabling delegates to meet and interact with voters in all 21 districts, cities, and towns within the province.

In 2016, the delegation conducted four regular voter outreach sessions at 84 locations in various constituencies, with over 8,774 voters participating and more than 1,056 opinions expressed. These voter outreach sessions were conducted openly and democratically; through these sessions, National Assembly representatives disseminated legal documents to the people, received and addressed voters' opinions and suggestions, and reported on the results of resolving voter requests. In addition, National Assembly representatives also intensified thematic voter outreach, and conducted outreach at their workplaces and residences.

Through meetings with constituents, the delegation compiled 157 issues raised by voters that fall under the jurisdiction of central government agencies and 115 issues under the jurisdiction of provincial-level agencies. Most of the opinions and suggestions from constituents that the Nghe An Provincial National Assembly Delegation sent to the Government, central ministries and agencies, and the Provincial People's Committee have been largely accepted and responded to.

The Provincial National Assembly Delegation has sent copies of the responses to voters' requests to the National Assembly members in the delegation and relevant agencies for coordination. For issues that have not yet been addressed, the Delegation continues to monitor and supervise the results of resolving voters' requests by relevant agencies. The Provincial National Assembly Delegation has also made many innovations in various aspects such as: the composition of attendees at voter consultation meetings; organizational work; presiding over meetings; recording and summarizing voters' opinions and requests…

Furthermore, prior to the National Assembly session, the Delegation of National Assembly Deputies from Nghe An province held working sessions with the Provincial People's Committee and provincial departments and agencies to review existing problems, limitations, and inadequacies in the management and direction process, and to propose solutions to improve policies and laws and contribute to national development. In addition, through citizen reception activities, the Delegation of National Assembly Deputies from the province coordinated with the Standing Committee of the Provincial People's Council, the Provincial People's Committee, and relevant functional agencies to explain and guide citizens in filing complaints and denunciations in accordance with the law.

It can be said that the activities of the Provincial National Assembly Delegation in recent times have seen significant improvements. In particular, through voter outreach, the Provincial National Assembly Delegation is becoming closer to the people, understanding their concerns and aspirations, and listening to their concerns. This allows them to continue innovating their activities to better meet the expectations of their constituents.
