PV:Dear comrade, from a poor district with a low starting point, Tuong Duong has made efforts to overcome difficulties and has made many improvements. Could you tell us about the achievements the district has made in 2016?

Comrade Pham Trong Hoang:In 2016, the implementation of tasks in all fields in Tuong Duong encountered many difficulties. However, the Party Committee, government and people of all ethnic groups in the district made efforts and achieved many encouraging results.

The economy is stable and growing; total production value (under district management) increased by 7.67% over the same period; of which agriculture - forestry - fishery increased by 5.5%; industry - construction increased by 10.9%; trade - services increased by 6.8%; agriculture - forestry developed well, there were more effective models of cultivation and livestock, especially passion fruit trees were successfully tested, creating a basis for expanding the area of ​​this high-value crop in some communes.

1,470 hectares of forest were planted, of which 1,445 hectares were planted in a concentrated manner out of the planned 1,000 hectares; the existing forest area was well protected; the forest cover reached 80.3%. Maintaining a total herd of nearly 40,000 buffaloes and cows, the breeding methods and quality of the herd had quite positive changes; developing 83 more fish cages (mainly using new technology), increasing the number of fish cages to 221. Tuong Duong has become a bright spot in new rural construction in the highlands of the province. Up to now, 2 communes 30a (Thach Giam and Tam Thai) have achieved 19/19 criteria; the remaining communes have increased from 1 to 2 criteria, there are no more communes with less than 5 criteria.

Regarding industrial development and infrastructure construction: The district encourages enterprises to speed up the progress of the unburnt brick factory, invested by Dai Nam Mineral Exploitation and Construction Consulting Joint Stock Company (Tam Dinh commune) with tens of billions of VND, with a capacity of more than 40 million bricks/year, which will create jobs for 30 workers with a salary of 5-7 million VND/person/month; it is expected that after the Lunar New Year 2017, the factory will be put into operation. Actively coordinate with the Electricity sector to build a power system to communes and villages without electricity; up to now, 129/154 villages (83.76%) and 15,843 households (90%) have access to the national grid. Mobilizing 5,100 workers, opening 21.3 km of dirt roads, connecting many routes to remote villages and border areas; building 26 km of rural concrete roads. Completing and putting into use key and urgent projects.

The cultural and social fields have many positive changes: In 2016, 7 more schools met the criteria for recognition as national standard schools; 1 more commune (Xa Luong) met the national criteria for health, 100% of communes have doctors working. Jobs were created for 3,462 workers. The poverty rate decreased from 49.84% to 43.84%. Border security and domestic security were firmly ensured, many drug and human trafficking cases were investigated and solved. Absolute safety was ensured for events taking place in the area.

PV:The Party building and political system building work of Tuong Duong District Party Committee in 2016 had many changes. What are the reasons for these results, comrade?

Comrade Pham Trong Hoang:In 2016, the work of Party building and political system building in Tuong Duong district continued to have positive and comprehensive changes. The election of the National Assembly and People's Councils at all levels in the area took place successfully, with the voter turnout rate among the highest in the province. The quality of the People's Council's activities was significantly improved, especially in meeting voters, dialogue with the people; preparing and organizing meetings and deciding on issues within its authority. The management and operation of the government had many innovations, improving effectiveness and efficiency. The activities of the Fatherland Front and people's organizations had many positive changes. The recruitment, arrangement and rotation of cadres were rectified, ensuring objectivity and transparency. The inspection and supervision work was directed and implemented synchronously at all levels...

There are many reasons for achieving the above results, the most important of which is that the Standing Committee of the District Party Committee and the District Party Executive Committee have focused on innovating leadership methods, attaching importance to ideological work, promoting democracy, creating high solidarity and unity in leadership, direction, and organization of task implementation. Comrade Pham Trong Hoang:2017 is identified as the year to accelerate the implementation of the goals and targets of the Resolutions of Party Congresses at all levels. Closely following the policies and directions of the Central, Provincial Party Committees and the practical situation, the District Party Committee Executive Committee orients comprehensive leadership in all fields, focusing on the following key areas:

Continue to effectively exploit land and labor potential to develop production. Promote planting of raw material forests and raising livestock, poultry and aquatic products; build and replicate economic models. Develop an additional 30 hectares of passion fruit in Nhon Mai, Mai Son, Huu Khuong and Tam Hop communes.

Speed ​​up the implementation of key projects in the area such as the Tam Thai - Tam Hop road construction project; build an electricity system for villages without national grid; urgent projects to prevent and mitigate natural disasters. Deploy new construction of projects under Program 30a, 135, 160, provincial budget, government bonds, district budget in 2017. Direct the promotion of sustainable new rural construction. Focus on improving the quality of education and vocational training for workers. Implement preventive medicine well. Organize cultural and sports activities well, continue to implement projects to preserve and promote traditional cultural values.

Carry out well the tasks of local defense and military work. Continue to vigorously and resolutely carry out the fight against crime, especially drug crimes, human trafficking, illegal exploitation of forest products and minerals, and illegal migration abroad. Focus on solving outstanding, difficult, and urgent problems in the district, such as: speeding up the progress of compensation and site clearance, completing infrastructure of hydropower resettlement areas; handling the situation of resettled people returning to live illegally in the Ban Ve hydropower reservoir area.

Focus on leading and directing the implementation of the Central Resolution 4 (12th tenure) on Party building and rectification in conjunction with the implementation of Directive 05 of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.
