Japan provides additional ODA loan of 1 billion USD to Vietnam

Japan pledged to provide additional ODA loans worth 123 billion yen (1.05 billion USD) to Vietnam in fiscal year 2016.

This afternoon, Prime Minister Nguyen Xuan Phuc held talks with Japanese Prime Minister Shinzo Abe. The Prime Minister reaffirmed the consistent policy of considering Japan as a leading and long-term important partner of Vietnam.

Prime Minister Abe also affirmed that Japan supports the strong development of Vietnam, values ​​and wishes to strengthen relations with Vietnam.

The two Prime Ministers agreed to continue enhancing political trust through maintaining high-level visits and contacts, enhancing the effectiveness of dialogue mechanisms; and affirmed to closely coordinate to ensure the success of the visit to Vietnam by the Japanese Emperor and Empress in the spring of 2017.

The two Prime Ministers also agreed to strengthen substantive cooperation in security and defense, including in the field of mine clearance and improving law enforcement capacity at sea.

Regarding economic cooperation, the two sides reached a common understanding on promoting the implementation of connectivity between the two economies through promoting investment, trade, ODA and cooperation in complementary fields such as local cooperation, agriculture and labor.

Prime Minister Abe affirmed that he will continue to support Vietnam in its socio-economic development through ODA capital as well as promote cooperation in high-quality infrastructure projects, pledging to provide additional ODA loans in fiscal year 2016 to Vietnam worth about 123 billion yen (1.05 billion USD) in the fields of maritime security, climate change response, drainage and wastewater treatment, etc.

The two leaders witnessed the exchange of signed documents between ministries, branches and businesses of the two countries.

The two sides agreed to implement Vietnam's Industrialization Strategy within the framework of Vietnam-Japan cooperation until 2020, with a vision to 2030, as well as the Japan-Vietnam Joint Initiative Phase 6 to improve the investment environment in Vietnam; and continue to implement major infrastructure projects of the two countries such as the North-South Expressway.

Prime Minister Abe announced that Japan has granted permission to import red-fleshed dragon fruit from Vietnam. Prime Minister Nguyen Xuan Phuc also announced that Vietnam has granted permission to import Japanese pears.

The two Prime Ministers also discussed international and regional issues of mutual concern, affirming close coordination at international and regional forums.

Prime Minister Abe affirmed that he will actively support Vietnam to successfully organize APEC Year 2017.

The two sides agreed on the importance of ensuring peace, security, safety and freedom of navigation and aviation, relevant parties not taking actions that cause tension and militarization leading to changes in the status quo in the East Sea, promoting the settlement of disputes by peaceful means, fully respecting diplomatic and legal processes, not using force or threatening to use force, strictly complying with international law, especially the 1982 UN Convention on the Law of the Sea as well as the Declaration on the Conduct of Parties in the East Sea (DOC), and promptly building a Code of Conduct in the East Sea (COC).

After the talks, the two leaders witnessed the exchange of signed documents between ministries, branches and enterprises: Diplomatic note on ODA loan exchange for the 7th cycle of climate change response support program (worth 10 billion yen); Diplomatic note on non-refundable aid project for the socio-economic development program providing equipment to enhance capacity to ensure waterway security (worth 300 million yen); ODA loan agreement for economic management project and competitiveness improvement (worth 11 billion yen); Investment agreement for Vung Ang 2 thermal power project...
