Nghe An agrees to invest in Cau Cau Tea Island project

On the morning of January 20, under the chairmanship of comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee continued its regular meeting in January 2017 to listen to and give opinions on a number of important drafts.
Also attending were Vice Chairmen of the Provincial People's Committee, committee members, and leaders of departments and branches.

At the beginning of the meeting, the Director of the Department of Home Affairs presented the draft Decision amending Decision No. 57/2912/QD-UBND dated July 10, 2012 of the Provincial People's Committee promulgating regulations on decentralization of management of organizational apparatus and cadres, civil servants and public employees.

On August 10, 2012, the Provincial People's Committee issued Decision No. 57/2012/QD-UBND on assignment and decentralization of management of organizational apparatus and cadres, civil servants and public employees (referred to as Decision 57) and Decision No. 04/2014/QD-UBND dated January 14, 2014 on amendments and supplements to a number of articles of Decision No. 57/2012/QD-UBND (referred to as Decision 04). After more than 4 years of implementation, Decision 57 and Decision 04 have demonstrated their compliance with legal provisions and the policy of innovating the management mechanism of organizational apparatus and cadres, civil servants and public employees of the Party and State.

However, up to now, the State has issued a number of new regulations related to the work of organizational structure, payroll, cadres, civil servants, public employees, and business managers. Therefore, Decision 57 and Decision 04 still reveal some points and contents that are not complete, appropriate, and inconvenient in the process of looking up when implementing.
Therefore, it is necessary to amend and supplement a number of articles of Decision 57 and Decision 04 and issue a Decision regulating the functions, tasks, powers, organizational structure, civil servants and public employees on the basis of amending, supplementing and merging Decision 57 with Decision 04.

At the meeting, delegates suggested that the drafting unit should continue to consider supplementing and amending a number of points in the draft, such as the appointment of the positions of head and deputy head of district-level departments and deputy heads of units under the department.
“Currently, the Department of Agriculture and Rural Development has 7 subordinate departments. According to the draft decision, the deputy director of the Forest Protection Department under the department is appointed by the Chairman of the Provincial People's Committee, but other departments under the industry are appointed by the Department director. We propose a unified regulation that if all departments are appointed by the department director, the Forest Protection Department will be the same,” said Mr. Nguyen Van Lap, Deputy Director of the Department of Agriculture and Rural Development.
After listening to the statements of the departments and branches, concluding this content, Chairman of the Provincial People's Committee Nguyen Xuan Duong agreed to approve and requested the Department of Home Affairs, based on the comments of the delegates, to absorb, edit and complete the draft and implement it.
Next, delegates listened to and commented on the Draft Decision promulgating regulations on decentralization of construction planning management in Nghe An province (replacing Decision No. 28/2013/QD.UBND dated May 21, 2013 of the Provincial People's Committee).

Regarding this issue, the delegates' opinions are that there is currently a situation of merging lots that affects the general planning. Therefore, the delegates proposed that important routes should not be delegated to the People's Committees of cities and districts and that this issue should be strictly controlled; whichever level signs the decision to approve the planning has the right to decide on adjustments. Some delegates also proposed to add tasks to the district level in planning management.
Concluding this content, the Chairman of the Provincial People's Committee suggested that it is necessary to decentralize more clearly and specifically, especially in rural and mountainous areas; at the same time, it is necessary to strengthen the post-inspection work of planning management. The Provincial People's Committee agreed to approve and assign the Department of Construction to complete and promulgate.

Also this morning, the meeting listened to the draft decision to promulgate regulations on subjects, collection levels, collection organization and management and use regime of costs for maintenance and reconstruction of infrastructure of zones B and C - Nam Cam Industrial Park (the Management Board of Dong Nam Economic Zone reported); Cienco 4 presented the investment project to build Vinh ISLAN - Nghe An tourist area in Thanh An commune, Thanh Chuong.
The project has a total investment of 1,532 billion VND, deployed on an area of over 449 hectares, of which 83.9 hectares are exploited for lake surface; 280 hectares of green area; the remaining area of over 85 hectares, the investor will build into 5 functional areas including: Reception area; resort area; amusement and entertainment area; craft village area and meditation area. Currently, the investor is conducting a survey to establish a detailed 1/500 planning to submit to the competent authority for approval.
Regarding this project, the Provincial People's Committee agrees with the investment policy, allowing the investor to choose a location to survey and establish the project. This is a project that is in line with the tourism development orientation. The investor is requested to continue planning, selecting consultants, focusing resources, and completing the project details to submit to the Provincial Party Committee. The implementation process focuses on ensuring the general ecological environment as well as waterway traffic safety. All levels and sectors remove difficulties and help the investor to soon implement the project.
