Five more land types, despite any outstanding issues, will be granted land ownership certificates starting March 3rd.
According to Decree 01/2017/ND-CP, households and individuals who used land in violation of land laws before July 1, 2014, but have been residing stably on that land, are still eligible to be granted a land ownership certificate.

Decree 01/2017/ND-CP, effective from March 3rd, allows for the issuance of certificates of land use rights, ownership of houses and assets attached to land to be expanded to include the following 5 cases:
1. Households and individuals who violated land laws before July 1, 2014, and are currently using the land stably, are eligible under the following circumstances.
- Using land that encroaches on or occupies the safety protection corridor of public works, when that land no longer belongs to the safety protection corridor of public works, nor is it within the building boundary of traffic routes, and is not intended for use as the headquarters of agencies, public service facilities, or other public works.
- Land that has been encroached upon or illegally occupied and is subject to reclamation by the Provincial People's Committee, but is being considered for lease by the Forest Management Board; or land that has been encroached upon and is now being used for agricultural production or housing, and is not included in the forest protection and development plan.
- Encroaching upon or occupying unused land, or arbitrarily changing the land use purpose in cases requiring permission without authorization from the competent authority, but where a house has been built and the land has been used stably before October 15, 1993.
2. Land was allocated without proper authority.
If the applicant requests a certificate of land use rights, ownership of houses and other assets attached to the land for a plot of land allocated without proper authority before July 1, 2004, and the land is not disputed, conforms to the planning, but at the time of issuance of the certificate there is a house or not there is a house on it, then the application for the certificate will be considered for issuance and the applicant must fulfill the financial obligations.
3. Regarding the additional land area compared to the land use right certificate for households and individuals currently using the land.
The land registration office must confirm the application for reissuance or exchange of the certificate of land use rights, ownership of houses and other assets attached to the land for the increased land area, and send cadastral information to the tax authority, submit the application for certificate issuance, update and correct cadastral records and land database for the entire area of the land parcel in use, hand over the certificate to the recipient or send it to the commune People's Committee for handover in cases where the application was submitted to the commune People's Committee.
4. For land designated for urban areas, rural residential areas, and production and business zones with multiple land use purposes.
If an apartment building combines residential units with offices, service facilities, or commercial spaces, and the investor so desires and meets the necessary conditions, they may be granted a certificate of land use rights, ownership of housing and other assets attached to the land for one or more apartments, offices, service facilities, or commercial spaces owned by the investor.
5. For cases where land use rights have been transferred but the transfer of ownership has not yet taken place.
In cases where land is being used in the following categories: land acquired through transfer or donation before January 1, 2008; land transferred or donated between January 1, 2008, and before July 1, 2014, with a land use right certificate; or inherited land with land use rights acquired before July 1, 2014, the receiving agency is not permitted to require the recipient of the land use right to submit the contract or document transferring the land use right.
