During the 2017 Lunar New Year, detectives from the Drug Crime Investigation Police Department (PC47 - Provincial Police) discovered a number of subjects from Laos coming to Vinh City to investigate and bring drugs to sell for profit. This ring often buys and sells large quantities of drugs, and is tightly organized. Faced with the above situation, the Provincial Police leadership directed PC47 to establish Project 389C to fight and destroy it.
According to the scouts, the biggest difficulty in monitoring and understanding the situation of the group is that they communicate with each other in Lao. Therefore, it is not easy to grasp information. They also often use personal cars to go to places such as hotels, restaurants, and crowded places to solicit goods. The subjects also use firearms, being extremely reckless and aggressive.
After a period of secretly following the movements of the subjects, the Task Force identified the leader as Bun My Ha (27 years old, residing in Nam Pao village, Lac Xao town, Kham Cot district, Bolikhamxay province, Laos).
Through professional measures, the detectives discovered that on February 22, Bun My Ha and a subject named Thoong (identity and specific address unknown) would appear in Vinh City to find a place to sell the goods. It is known that this time the subjects will trade a huge amount of drugs with a value of up to more than 1 billion VND.
Immediately after finding a source, both subjects returned to Laos to collect the goods. In the capital Vientiane (Laos), to avoid the authorities, Bun My Ha went to buy drugs but did not carry them herself but hired someone else to transport the drugs home to hide.
When he had collected enough goods, Bun My Ha was not satisfied with the shipment so he went to Vietnam alone to check the money of his "partner" with the principle: "only deliver the goods when you see the money". After checking and seeing that he had enough money, Bun My Ha reported to his accomplices in Laos to bring the goods. He assigned Gia Ma Lau (a Laotian) to go first to scout, while Van Xay Ha (22 years old, living in the same Nam Pao village) carried the drugs behind at a safe distance through the illegal route to Vietnam.
The intelligence source learned that on the night of February 28 and the morning of March 1, Van Xay Ha and Gia Ma Lau would carry drugs through the forest into Vietnam. The task force decided to come up with a plan to arrest them.
After more than 5 hours of walking through the forest, the two subjects arrived at Son Kim 1 commune, Huong Son district, Ha Tinh and informed Bun My Ha. At that time, Bun My Ha was in Vinh city and immediately took a bus to Ha Tinh to receive the drugs.

What they didn't expect was that for many hours, the task force had been lying in the rain, waiting in the cold.
Realizing that the opportunity to solve the case had come, the Task Force coordinated with the Cau Treo Border Guard Station and the Cau Treo Border Customs Sub-Department to control and arrest Van Xay Ha. Knowing that he was being arrested, Van Xay Ha fought back fiercely in an attempt to escape, and even used a homemade gun he brought with him to fight back against the authorities.
However, the siege was closed, Van Xay Ha was controlled and arrested. Police seized a homemade gun and many loaded bullets on the spot, along with 1kg of crystal meth, 16,000 synthetic drug pills, and 3 cell phones. At the same time, the task force intercepted on Highway 8 and arrested Bun My Ha who was on her way to Ha Tinh to get the goods.
