Do not apply multiple choice testing to periodic testing

The Ministry of Education and Training continues to emphasize this content in the official dispatch on organizing teaching and learning in the second semester and reviewing for the 2017 national high school exam sent to the Department of Education and Training, the Department of Schools - Ministry of National Defense and affiliated secondary education institutions.

Notes on regular testing, evaluation, and second semester testing

In the above document, the Ministry of Education and Training requires the Departments of Education and Training to direct educational institutions to strictly implement the instructions for implementing the tasks of the 2016-2017 school year for secondary education and continuing education on teaching, testing and evaluation; comply with the construction of the matrix of one-period tests and final semester tests, ensuring a reasonable combination of essay and objective multiple-choice forms, including questions and exercises according to 4 levels of requirements: recognition, understanding, application and high application (objective multiple-choice forms cannot be completely applied to one-period tests and second semester tests).

The Ministry of Education and Training said that it has trained key staff and teachers of the Departments of Education and Training on how to build matrices, create test questions, and evaluate in the form of objective multiple-choice tests, in accordance with the standardized test-making process. Therefore, it is required that the Departments of Education and Training need to increase the mobilization of trained staff and teachers as reporters to conduct extensive training (in person or via the "Connected Schools" network) for staff and teachers at educational institutions to create test questions and evaluate according to the standardized test-making process in accordance with the Ministry's instructions.

At the same time, direct and organize the serious implementation of the assessment and classification of students in the second semester and the entire school year in accordance with the provisions of Circular No. 58/2011/TT-BGDDT of the Minister of Education and Training, the Regulations on assessment and classification of students studying the Continuing Education Program at the junior high school and high school levels issued together with Decision No. 02/2007/QD-BGDDT of the Minister of Education and Training and Circular No. 26/2014/TT-BGDDT of the Minister of Education and Training amending and supplementing a number of articles of the Regulations on assessment and classification of students studying the Continuing Education Program at the junior high school and high school levels issued together with Decision No. 02/2007/QD-BGDDT of the Minister of Education and Training; ensuring objectivity, honesty, fairness, and correct assessment of students' actual abilities.

Note on organizing teaching and educational activities

In organizing teaching and educational activities in the second semester of the 2016-2017 school year, the Ministry of Education and Training requires units to continue to direct the strengthening of order, discipline, quality and effectiveness of educational activities in secondary and continuing education institutions. Special attention is paid to the education of ethics, lifestyle, life skills, awareness and civic responsibility towards society and the community of secondary school students and continuing education students.

Continue to direct and strictly implement the education plan, improve the quality and effectiveness of educational activities in accordance with local and educational institution realities; direct educational institutions to complete the 12th grade program in accordance with the guidelines for the 2016-2017 school year time plan framework and the Ministry of Education and Training's guidelines for adjusting general education teaching content; strictly prohibit cutting the program.

Improve the quality of professional activities; improve the capacity of management staff and teachers to improve the quality and effectiveness of teaching in the second semester of the 2016-2017 school year and prepare for the 2017-2018 school year.

Direct educational institutions and teachers to regularly and effectively implement active teaching methods and forms; promote the application of information technology in teaching; focus on creative experiential activities and scientific research of students to promote initiative, creativity, practice self-study methods, and practical skills in applying knowledge to solve practical problems.
