In 2016, although the crime situation decreased compared to the same period, organized crime and crimes using firearms remained complicated; murder crimes increased; human trafficking decreased in number of cases but increased in number of victims; smuggling, trade fraud, counterfeit goods production; technological crimes tended to increase...
In order to reduce crime more effectively than in 2016, Steering Committee 138/CP requires ministries, branches and localities to focus on key tasks in 2017. It is necessary to focus on plans such as: Researching, proposing and organizing the implementation of drug crime prevention and human trafficking; improving the effectiveness and efficiency of state management of socio-economics; overcoming loopholes and shortcomings in management to proactively prevent crime and combat law violations, especially in the fields of finance, banking, trade, food safety and hygiene, market management, land, environment, labor, weapons and explosives management, etc.

On that basis, the goal by 2020 is to strive to control the total number of criminal cases by 3% - 5% compared to 2016, especially very serious and especially serious crimes; reduce by 15% - 20% the number of cases committed by minors and reduce by 5% - 7% the number of crimes against children; the rate of investigation and discovery of all types of crimes reaches 75%/year or more, very serious and especially serious crimes reach 95% or more;
At least 50% of residential areas, communes, wards, towns, agencies, enterprises, and schools meet the criteria of "Safe in terms of security and order"; successfully transform 60% of areas identified as key and complicated in terms of security and order...
The conference focused on discussing and assessing the crime situation; clearly analyzing the causes of what has not been done; reviewing the effectiveness of the activities of Steering Committee 138 at all levels; and proposing solutions to implement crime prevention and control work in the coming time.
Many delegates proposed: All levels and sectors need to strengthen the dissemination of legal education, build economic models to create more jobs; proactively provide information to the mainstream press, especially on major and particularly serious corruption cases so that the press can promptly inform and guide public opinion, avoiding social networks from speculating in many directions and confusing public opinion.
For people addicted to crystal meth and other drugs to the point of psychosis, they need to be isolated from the community to avoid unfortunate consequences.

Speaking at the conference, comrade Le Xuan Dai informed about the situation of crimes in the area; the results of the fight against crime and recommended that the Government continue to pay attention to investing in supporting socio-economic development, especially in mountainous, border and ethnic minority areas in Western Nghe An, so that people can stabilize their lives, contributing significantly to limiting the causes and conditions for crime; Strengthening the completion of legal documents, ensuring consistency, unity and suitability with reality; Having support policies for the communal police force, police officers and forces on duty to ensure security and order at the grassroots level...
Concluding the conference, comrade Truong Hoa Binh directed: To proactively prevent and effectively combat crime, Steering Committee 138 of ministries, branches and localities needs to focus on advising Party committees and authorities at all levels to deploy the conclusion of the Secretariat on continuing to direct the implementation of Directive No. 48 of the 10th Politburo on strengthening the Party's leadership in crime prevention and control in the new situation, integrating the implementation of programs, resolutions, national strategies, programs of the National Assembly, the Government, ministries and branches on crime prevention and control.
