The two defendants are Dinh Thanh Dinh (23 years old) and Nguyen Minh Cuong (20 years old), both residing in Tay Ninh city, Tay Ninh province.
Accordingly, during the first military enlistment in 2016, Dinh and Cuong did not comply. The People's Committees of the wards where Dinh and Cuong resided decided to administratively sanction these two cases in the fields of national defense and cryptography.
When it came time to enlist in early 2017, both of them continued to refuse to comply.
According to Mr. My, obeying the call to join the army is a sacred duty of every person. When the call to join the army comes, the cadres in Tay Ninh City go to every house to persuade and propagate. Many young people obey seriously, but there are still some who avoid it.
Specifically, according to Mr. My, in the first military enlistment in 2017 in Tay Ninh City, there were 6 cases of non-compliance, including Dinh and Cuong.
Mr. My said that because the young men repeatedly failed to strictly comply with the military call-up order, they were forced to transfer their files to the Investigation Agency to initiate a case and prosecute the defendants.
