Director of Hai Duong Department of Home Affairs Pham Van To signed a decision to appoint his son, without taking a civil service exam, to a department-level position. When the Ministry of Home Affairs inspected, his son voluntarily submitted a resignation letter.

That is Mr. Pham Van Khang, whose father signed the decision to become Deputy Head of the Department of Employment - Labor Safety (Department of Labor, Invalids and Social Affairs of Hai Duong province).

Before being appointed, Mr. Khang was Deputy Director of the Binh Giang District Irrigation Works Exploitation Enterprise (Provincial Irrigation Works Exploitation One Member Co., Ltd.).

Mr. Khang was accepted to work at the Department of Employment - Labor Safety from February 15, 2016 according to Decision No. 02/QD-SNV signed on February 3, 2016 by his father, Mr. Pham Van To.

According to the decision to appoint without taking a civil service exam, Mr. Khang was ranked as a specialist with code 01.003, level 3, salary coefficient 3.00.

Previously, on February 15, 2016, the Department of Labor, Invalids and Social Affairs of Hai Duong province issued Decision No. 308 on accepting and appointing Mr. Pham Van Khang to the position of Deputy Head of the Department of Employment and Labor Safety.

Term of office: 5 years (February 15, 2016 - February 15, 2021). Mr. Khang is entitled to an allowance of 0.3.

As of October 15, 2016, the Department of Labor, Invalids and Social Affairs of Hai Duong had 9 departments with 31 deputy heads, of which 6 specialized departments had 8 more deputy heads than the number proposed in the Project to determine job positions submitted by the department to the Provincial People's Committee.

During the inspection, the Director of the Department of Labor, Invalids and Social Affairs of Hai Duong decided to remove 7 civil servants from their positions as deputy heads of departments (according to the civil servants' voluntary resignation) and transfer one deputy head of departments to another job.

Explaining the decision to appoint his biological son against procedures, Director of Hai Duong Department of Home Affairs Pham Van To said: "The mistake was reported by my subordinates so I did not consider it carefully.
