Lost money because of trusting fake police

The trial of Nguyen Xuan Luong (born in 1985), residing in Dien Thai commune, Dien Chau district, in addition to the victims' representatives, also had a number of Luong's family members present. Luong's grandfather sat motionless looking up at the panel of judges, Luong's grandmother (over 80 years old) sat with both legs up on the chair, leaning against the wall, like a hard-to-break habit of old ladies in the countryside. The old lady's haggard appearance made the court security officer reluctant to remind her. Seemingly knowing that she was not sitting properly according to the court's regulations, the old lady put both legs down on the chair, her face covered in a layer of mist.
“I don’t understand why Luong did that. When the matter was settled, the whole family was shocked. Who would have thought he was so reckless and greedy. We sympathize with his grandparents and parents, so we contributed some money to help the victims. We hope they will have mercy and reduce his sentence so he can start a new life,” one of Luong’s uncles confided.

Luong’s family could not believe his crime. Because, at first glance, he did not give the other person an impression or trust. However, with just a few words, he could make others pay, even hundreds of millions of dong, then “the defendant is too good”. Because, even the law enforcement officers did not think that the victim was so gullible and trusting.
Luong only finished 9th grade, then dropped out, got married, had 3 children, and had no job. He also did not understand the function of the C45 Department - Ministry of Public Security, only heard vaguely on the radio and knew that it was an important unit in the people's police force, so wherever Luong went, he "bragged" that he was Nguyen Van Hung, working at the Department. Once, he even bragged too much, claiming to be close acquaintances with the Major General, Director of the C45 Department, whose wife was the niece of the Vice Chairman of the Provincial People's Committee.
Apart from vague introductions that, according to Luong, "whoever believes, believes", he never appears in a police uniform or any items related to this force, but somehow Luong's victims believe everything.
In March 2013, Luong committed his first scam, promising to help a graduate from Yen Thanh get a job in a government agency for 200 million. After receiving the full amount of money and making several promises, Luong revealed his true identity as a scammer. He returned 40 million to the victim, but kept putting off the remaining 160 million.

While waiting to pay off the debt, he continued to commit fraud and appropriate property using similar methods. He even promised to help a teacher from Dien Chau become the Vice Principal of the place where this teacher was working. Nguyen Xuan Luong's fraud was exposed when Luong "took care" of the police establishment for Mr. HQ V.'s son, who was at that time a soldier serving a limited term in the People's Public Security Forces. This time, he was willing to pay 300 million VND. After giving Luong 5 million VND to take care of gifts to "clear the way", the victim began to be suspicious and reported to the police. On August 13, 2016, Luong went to Mr. V.'s house to get money and was discovered and arrested by Dien Chau District Police.
The investigation agency determined that from 2013 to 2016, Nguyen Xuan Luong defrauded and appropriated 779.4 million VND from 7 victims.
At the trial, Nguyen Xuan Luong admitted to the crime as stated in the indictment. Considering the aggravating and mitigating circumstances, the panel sentenced Nguyen Xuan Luong to 8 years in prison for "Fraudulent appropriation of property", and ordered him to reimburse the victims for the entire amount of money he had appropriated.
Nguyen Xuan Luong was in prison, his young wife had three small children, and paying off the debt to the victims seemed impossible. Luong's victims at this time could only blame themselves for being so gullible that they became easy prey for the "fake" criminal police officer.
