'Party discipline does not exempt anyone from holding any position'

Party discipline must be followed by all Party members, without exception, regardless of position in the Party.

With the issuance of Resolution 4 of the Central Committee (12th tenure) on strengthening Party building and rectification, the people hope to see important changes so that our Party can be truly clean and strong.

Senior Lieutenant General Nguyen Van Rinh - former Deputy Minister of National Defense - Chairman of the Vietnam Association of Victims of Agent Orange/Dioxin said that if Resolution 4 of the Central Committee wants to be successful, Party discipline must be strictly implemented.

PV:President Ho Chi Minh once said: “Although our Party has many members, when it comes to fighting, we act as one person. That is thanks to discipline. Our discipline is iron discipline, meaning seriousness and self-awareness.” How valuable are these thoughts of Uncle Ho in the current period, sir?

Mr. Nguyen Van Rinh:Discipline is a very important factor, protecting the existence, activities and development of society.

President Ho Chi Minh paid great attention to the discipline of our Party. I think that, in every era, social discipline always has a decisive meaning for the existence and development of society.

Our Party is the ruling party. Therefore, Party discipline must be strictly enforced, and at the same time, the State's laws must be fully implemented. Therefore, Ho Chi Minh's thoughts on this issue are the guiding principle for the entire Party and people to build and implement legal discipline to build and protect the country. Only then will the country be peaceful, stable and developed.

Party discipline must be followed by all Party members, without exception, no matter who holds any position in the Party, from the highest person to the ordinary Party member. The exemplary role of the head of the Party organization is very important for all Party members and the masses to follow.

PV:We are currently implementing the Resolution of the 12th Central Committee, Session 4, on strengthening Party building and rectification. The Resolution has identified 27 manifestations of degradation, self-evolution, and self-transformation. What is the significance of this in implementing the Resolution, sir?

Mr. Nguyen Van Rinh:I see that the Resolution of the 12th Central Committee, Session 4, has pointed out 27 manifestations related to degradation and self-evolution among some Party members and cadres. This is an extremely important issue for our Party's leadership of the country, and at the same time related to the survival of the Party.

If we cannot fight against "self-evolution" within the Party, it will lead to a number of Party members with authority violating Party discipline, making our Party weaker and not having enough capacity to assume the leadership role of the ruling Party.

Therefore, I am very satisfied with this 4th Central Resolution and all our Party members must have an action plan to implement it well. At the same time, if Party members implement it well, the Party's policies and Resolutions will be implemented better.

PV: One of the manifestations of moral degradation and lifestyle of officials and party members with positions and power clearly stated in the Resolution is “dishonest declaration of assets and income”. So how should we monitor this, sir?

Mr. Nguyen Van Rinh:It is true that the issue of asset declaration has been raised by the Party and the State for many years, but whether the declaration is correct and honest or not, I think the first issue must be the self-awareness of those in positions of power.

To strictly implement this issue, there must be a serious and transparent management mechanism. The declarations of officials with positions and power must be known and managed by the Party cell and the people in their residence and workplace.

PV:To continue to effectively review and handle Party discipline and limit violations by cadres and Party members, what measures do you think are needed in the coming time?

Mr. Nguyen Van Rinh:First of all, we must promote the Party's democratic principles, promote collective leadership and individual responsibility, enhance the fighting spirit of Party members, especially activities at the grassroots Party cells, and act as a bridge between the Party and the people to improve the quality of Party cell activities and Party member management.

Party members must be self-conscious, honest and fulfill their obligations and promises to the Party, serve the people, fight to protect the Party, protect the country, and build the Fatherland until their last breath.

The role of party members must be like that and leaders must be exemplary in implementing this issue. Implementing the Resolution of the 12th Central Committee, Session 4, we have gradually overcome the weaknesses of recent years.

Discipline is strength. Implementing Party discipline as well as the country's laws is the responsibility and obligation of every Party member. I think that, first of all, Party organizations from the grassroots up must strictly implement this issue.
