Quit your job and go... cheer for football

In 2016, Hung Dao commune (Hung Nguyen district) was the locality that was "exposed" by the press for the fact that almost all civil servants, including some leaders, were absent during office hours; the reason for leaving office was to cheer for the match between their commune's football team and another commune within the framework of the football tournament organized by the district. Immediately after being reminded, the Party Committee and the government of Hung Dao commune organized a serious review of the relevant collectives and individuals, and corrected order, discipline, and working style.

Ms. Luu Thi Dung - a Party official of Hung Dao commune said: "That is also a profound lesson for the Party Committee and government in managing, operating, and supervising civil servants and the exemplary role of leaders."

In fact, stories like the one in Hung Dao commune are not rare. Through surprise inspections of the implementation of discipline and administrative discipline according to Directive 17 of the Provincial Party Committee, Directive 26 of the Prime Minister, especially at the commune and ward levels, inspection teams of the province and localities have also pointed out specific violations related to the situation of civil servants coming late, leaving early, being absent from the office without reason, doing personal work during working hours, not wearing badges, smoking during working hours...

Comrade Le Dinh Ly - Deputy Director of the Department of Home Affairs said: "Right from the first working days after the Dinh Dau Tet holiday 2017, the Interdisciplinary Inspection Team on the implementation of discipline and administrative discipline of the province conducted surprise inspections of many agencies and units in the province, but the above problems still existed." A member of the inspection team also revealed that "there was a unit where, at the time of the inspection, there was not a single person at the headquarters because that day there was a wedding of the son of the Chairman of the Town People's Committee...".

In Dien Chau, although the district has recently implemented many drastic solutions to rectify the situation, the situation of civil servants violating administrative discipline and office culture still exists. In early 2017, the People's Committee of Dien Chau district issued a decision to discipline a civil servant of Dien Hanh commune and is implementing disciplinary procedures with civil servants of Dien Minh commune for violating working hours.

In Nam Dan district, on February 22, a working group established by the district made a surprise inspection at the headquarters of the People's Committee of Nam Thuong commune. Although it was only 10:00 a.m., only 11 out of 21 full-time officials and civil servants were present at the commune headquarters; among the 10 out of 21 full-time officials and civil servants absent, 2 were absent without reason. According to the inspection team's conclusion, the Standing Committee of the Party Committee, the Standing Committee of the People's Council and the People's Committee of Nam Thuong commune did not follow the established work schedule.

Some comrades were absent during the inspection citing business trips but not following the schedule of the Commune People's Committee and also not reporting to the commune leaders. This shows that the leadership and direction of the Party Committee and the authorities of Nam Thuong commune in implementing Directive 26 of the Prime Minister and Directive 17/CT-TU of the Standing Committee of Nghe An Provincial Party Committee were not serious. Immediately after the inspection, the People's Committee of Nam Dan district assigned the Department of Internal Affairs to direct the People's Committee of Nam Thuong commune to seriously review the collective and individuals who violated. Previously, the People's Committee of Nam Dan district also reprimanded 4 civil servants of Nam Linh commune for violating administrative hours (absent without reason, leaving early before working hours).

Comrade Nguyen Nhu Khoi - Deputy Head of the Department of Internal Affairs of Nam Dan district said: In addition to violating administrative discipline, some cadres and civil servants also violated public ethics or did not fulfill their assigned duties and responsibilities, causing violations in the performance of public duties and in management and operation, including the responsibility of some local leaders. Typically, in Xuan Lam commune, due to violations in leadership and direction of land conversion, the Chairman of the Commune People's Committee was disciplined with a warning and transferred to the position of Chairman of the Commune Farmers' Association. In Nam Cat commune, a Vice Chairman of the Commune People's Committee was dismissed for gambling. In Nam Tan commune, the Vice Chairman of the People's Council was reprimanded for violations in the birth registration authentication process; the Vice Chairman of the Commune People's Committee and the Chief of the Commune Police were both dismissed for dishonesty in implementing the family planning policy... affecting people's trust in the Party Committee and the government.

Delay work, forget work, avoid work

In conjunction with the inspection of the implementation of discipline and administrative discipline, the Provincial Inspectorate has annually coordinated with relevant sectors to organize inspections of responsibilities associated with public service inspections. The results show that there are still many cadres and civil servants who are slow in handling assigned tasks and have not fulfilled their responsibilities in performing public duties.

From 2012 to present, the entire Nghe An Provincial Inspectorate has conducted 545 responsibility inspections associated with public service inspections at 1,118 units, discovered 236 units with violations, recommended review and experience drawing for 432 organizations and 1,458 individuals, and recommended administrative handling of 29 organizations and individuals with violations in performing public duties.

In 2016 alone, 85 public service inspections and inspections of the responsibilities of heads in implementing the law on inspection, complaints, denunciations and anti-corruption were conducted at 448 units. Thereby, 49 units were found to have violated the law; recommendations were made to review and draw lessons for 39 groups and 223 individuals; recommendations were made to administratively handle 19 groups and 2 individuals who violated the law in performing public duties (the main violations were completing assigned tasks behind schedule).


Based on the actual situation, comrade Nguyen Quang Tung - Standing Deputy Secretary of the Party Committee of the Provincial Agencies Bloc assessed: "Currently, the situation of cadres being slow in doing work, forgetting work, and avoiding work is still common. Many documents and policies of the Party Committee, the government, organizations, and sectors have been issued but have not yet been put into practice." In addition, the phenomenon reflected by people and businesses is: When directly transacting administrative procedures, civil servants guide and explain the work to people in a roundabout way; when it is necessary to supplement documents, they do not give specific instructions, forcing people to go back and forth many times; many civil servants have an attitude of extortion, storing documents for personal gain...

The results of a sociological survey within the scientific research topic on the quality of the state administrative civil service staff in 2015 by the leaders of the Nghe An Department of Home Affairs showed that: Regarding the number of trips to resolve administrative procedures of citizens and businesses, 29.8% had to go once; 67.8% had to go 2 to 3 times; especially, 8.4% had to go more than 3 times and 14.8% had to go more than 4 times. Regarding service attitude: 23.1% of civil servants were rated as average; 1.5% were rated as poor. Regarding public service ethics: 86.1% of opinions reflected that civil servants still had the phenomenon of causing difficulties, troubles, and harassment for citizens and businesses when coming to do transactions at state administrative agencies at all levels.

The reason is that some agencies and units lack inspection and supervision to strengthen discipline and administrative discipline. Administrative reform in many places has not met requirements; only attention has been paid to banning the use of beer and alcohol, and observing administrative hours, but not to improving the quality of work efficiency and public ethics of cadres and civil servants. The role of heads of agencies and units in some places is still lacking in exemplary conduct, so there are still cases where cadres and party members have not strictly followed discipline and administrative discipline.

The handling of violations is sometimes not drastic, mainly stopping at warnings and criticisms; only when raised to public opinion are they handled by disciplinary measures. In addition, public inspection activities only check the implementation of assigned tasks by civil servants through the Ministry of Administrative Procedures to see if the process and processing time from receiving to returning results are within the prescribed time, but have not yet evaluated the quality of work. This situation is also one of the reasons why the annual provincial competitiveness index is often only ranked average (46th in 2013, 28th in 2014, 32nd in 2015).

In 2016, departments and branches received 1,307,895 dossiers, of which 1,305,418 dossiers were resolved on time and 101 dossiers were overdue (0.008%). At the district-level People's Committee, 329,953 dossiers were received, of which 317,751 dossiers were resolved on time and 1,453 dossiers were overdue (0.44%). At the commune-level People's Committee, 1,502,042 dossiers were received, of which 1,483,626 dossiers were resolved on time and 701 dossiers were overdue (0.05%).


The above shortcomings and limitations affect administrative discipline and order, affect the trust of people and businesses, and negatively impact social order. They need to be strictly reviewed and urgently overcome at all levels and sectors, especially the responsibility of leaders.
