Urgent request for separate laws for 3 special economic zones

Deputy Prime Minister Truong Hoa Binh has just given his opinion on the projects to build special administrative-economic units in Van Don - Quang Ninh, Bac Van Phong - Khanh Hoa and Phu Quoc - Kien Giang.

Specifically, the Deputy Prime Minister requested the Ministry of Planning and Investment to preside over and coordinate with relevant ministries, branches, agencies and the People's Committees of Quang Ninh, Khanh Hoa and Kien Giang provinces to urgently develop the Law on Special Economic Administrative Units applicable to the three special economic administrative units: Van Don, Bac Van Phong and Phu Quoc, to soon submit to the National Assembly.

In November 2016, the Government agreed on the principles of building a model of three special administrative-economic units: Van Don - Quang Ninh, Bac Van Phong - Khanh Hoa and Phu Quoc - Kien Giang.

The law takes into account the specific characteristics of each unit. The contents, mechanisms and preferential policies on socio-economics must be stipulated in the Law and ensure superiority and competitiveness in the region and internationally.

He requested the People's Committees of Quang Ninh, Khanh Hoa, and Kien Giang provinces, during the preparation period for the Law on Special Administrative-Economic Units to be submitted to the National Assembly, with the policy of proactively developing plans, projects, development orientations, investment orientations, focusing on developing key industries, occupations, and fields in line with the world's development trends, potentials, comparative advantages, and actual conditions of each locality, and preparing well for personnel work so that when the Law is promulgated, it can be implemented immediately.

The Ministries of National Defense and Public Security coordinate with relevant ministries, branches, agencies and localities to proactively develop projects to ensure national defense, security, order and social safety in special administrative-economic units.

The Ministry of Planning and Investment and relevant ministries and agencies shall absorb the Politburo's opinions, complete the project and related documents and promptly provide them to the National Assembly so that National Assembly deputies can access the documents, study and contribute opinions.

Previously, in November 2016, the Government agreed on the principles of building a model of 3 special administrative-economic units, namely Van Don - Quang Ninh, Bac Van Phong - Khanh Hoa and Phu Quoc - Kien Giang, following the orientation: each special administrative-economic unit chooses to develop its own strengths, in order to exploit the maximum potential and comparative advantages of each unit, create new development momentum, ensure resource allocation by region, and create spillover effects nationwide.

The Government assigned the People's Committees of Quang Ninh, Khanh Hoa and Kien Giang provinces to preside over and coordinate with the Ministry of Planning and Investment and relevant ministries and agencies to complete the projects on special administrative-economic units; propose to competent authorities specific mechanisms and policies to develop the draft Law on Special Administrative-Economic Units for each unit.
