Mr. Son: When the policy is 'correct' and 'on point'
(Baonghean) - In recent years, along with the province's policies to support agricultural and rural production, Anh Son district has issued a Resolution in which it allocates resources to support production development, investment in traffic construction, environmental protection... and effectively implemented it, contributing to creating a strong development mark.

Mr. Nguyen Van Duyen's family in Kim Tien village, Phuc Son commune has 40 hectares of hilly forest land. Many years ago, he used the entire area to grow bamboo, cajuput and eucalyptus, and each year, after deducting expenses, he only earned over 100 million VND in profit. In March 2014, when the district had a policy to support interest rates on loans for raising commercial buffalo and cows, his family was able to borrow 200 million VND from the bank to develop a herd of 20 cows.
With a large farm area, his family raises cows using natural grazing, so the herd grows quickly. On average, each year, Duyen's family sells 10 beef cows, earning an additional profit of over 100 million VND.

Mr. Nguyen Van Hung in village 2, Cam Son commune said: Before, although I only raised 5 buffaloes and cows, I had to spend a lot of time picking grass and cutting food for them. In 2016, when I learned that the district had a support policy, I bought a grass cutter for 4 million VND, of which I received 2 million VND and silage yeast.
The silage method creates a source of food with high nutritional content, the family's cows gain weight 30% faster than normal farming, while the cost is low, and the food can be stored. Every day, a mature buffalo or cow uses 10 - 15 kg of silage combined with grass, or 15 - 20 kg/day if completely confined. Currently, the whole Anh Son district has about 300 households applying this model, concentrated in communes such as Cam Son, Hung Son...
Mr. Nguyen Dinh Dang - Head of the Department of Agriculture and Rural Development of Anh Son district said: To ensure the effectiveness of the support policy for purchasing grass cutters and fermenting fermented feed for livestock, Anh Son district has focused on directing communes and towns to propagate and mobilize people to use it for the right purpose. Publicly implement support policies, supported subjects, select households with conditions to invest in applying science and technology to production... At the same time, both instruct production techniques and supervise households to implement effectively.
Currently, Anh Son district has 21 standard farms, including 9 livestock farms with annual income of over 1 billion VND and 12 mixed farms with income of over 700 million VND concentrated in communes such as Cam Son, Dinh Son, Khai Son and hundreds of large and small farms in 21 communes and towns.

After learning from the issued policies, the People's Council of Anh Son district continued to issue Resolution No. 64/2015/NQ-HDND on promulgating a number of policies and mechanisms to support and encourage socio-economic development in the district, period 2016 - 2020.
Including: Support for building a model of "silage for livestock"; support for newly established farms; support for concentrated livestock areas; support for new tea planting for ethnic minorities; support for concentrated livestock areas; support for additional credit capital to support the district Social Policy Bank; support for cement to build rural traffic; support funding for management, maintenance, repair of district and inter-commune roads, construction of cultural and sports facilities meeting national standards...
Mr. Hoang Xuan Cuong - Vice Chairman of Anh Son District People's Committee said: Every year, the district has specific results to assess and overcome. Regarding the establishment of concentrated farms, there are currently 11 farms enjoying support policies. Regarding support for concentrated livestock areas, there are currently 3 communes with concentrated livestock areas: Tao Son, Vinh Son, Phuc Son. The total number of loan projects is 7 projects for cattle breeding and acacia planting, contributing to encouraging the development of household economies in communes and towns.

The district also supports Thanh Son, Tuong Son, Phuc Son, and Long Son communes to build rural roads in the new rural construction movement with a total approved route length of 5,982 km. Currently, the communes have basically implemented the project, and the results in 2016 were evaluated as effective. Funding support for management, maintenance, and repair of district and inter-commune roads has also been provided to 2 communes of Phuc Son and the town with 60 million VND and is being provided to 3 communes with a budget of 100 million VND (Thanh Son, Tam Son, Thach Son).
In addition, the policy of supporting the construction and repair of village cultural houses has also received great support from the people. As a result, 56 units registered for construction and repair in the year, ensuring they met the conditions to receive support. The support for the construction of centralized waste treatment sites in 2016 is being implemented for the three communes of Dinh Son, Hoi Son, and Tao Son.
By effectively exploiting external resources, promoting internal resources, and striving for self-reliance, Anh Son is now a district in the West that has made strong marks in economic development. The district's growth rate in 2016 was the highest in the past 10 years at 12.37%. Average income reached 22.2%/person/year. That achievement was largely contributed by the agricultural and rural support policy in the area.
