Chairman of Nghe An Provincial People's Committee: 'Resolutely streamline the payroll of weak civil servants and public employees'

The province's public administration has made many remarkable strides. The following aspects have seen strong innovation: Institutional reform, administrative procedures, implementation of the one-stop shop and inter-connected one-stop shop mechanism, organizational reform, public finance reform, modernization of the administration and direction, management and inspection work.
The important breakthrough is that the province focuses on directing the application of information technology in administrative reform with accelerating the provision of online public services at levels 3 and 4 of State agencies; launching the Online Public Service Portal.

Nghe An is assessed by the Ministry of Home Affairs as one of the top provinces implementing the work of streamlining the payroll. Another important highlight is the work of organizing and arranging administrative agencies and implementing the streamlining of payroll.
In 2016, the province established, merged, consolidated, separated, and dissolved 45 units; regulated, adjusted, and supplemented the functions, tasks, powers, and organizational structure of 12 departments, branches, and 9 agencies and units; 34 agencies and units implemented the project to streamline the payroll for the 2015-2021 period; and streamlined 679 people.
PV:Dear comrade, to continue to meet the goal of strong administrative reform, what is the province's orientation for the team of cadres, civil servants and public employees in the current and upcoming situation?
Comrade Nguyen Xuan Duong:The province is determined to streamline the payroll of weak and irresponsible civil servants and public employees; agencies and units must supplement and complete internal rules, regulations and working procedures; cadres, civil servants, public employees and workers must strictly comply with discipline, administrative discipline, office culture and effectively use working hours; must specify the responsibilities of each individual and unit in performing assigned tasks, ensuring that subordinates obey the leadership, direction and strictly comply with decisions of superiors.
Along with that, the province resolutely and strictly handles violations, harassment and inconvenience in handling work of people and businesses; strictly handles delays in performing assigned tasks; only then can we create changes in the performance of tasks from the head of the agency to each cadre, civil servant and public employee.

PV:Can you tell us what mechanism the province has to monitor and evaluate the actual innovation in administrative reform, avoiding the situation where provincial leaders direct and implement strongly but departments, branches and localities do not implement thoroughly?
Comrade Nguyen Xuan Duong:The province will continue to strengthen the inspection and examination of public service, strictly handle acts of harassment, negativity, and violations of the law; including organizing interdisciplinary delegations to conduct surprise inspections of discipline and administrative discipline compliance at agencies and units; since the beginning of 2017, the province's interdisciplinary delegations have carried out this task.
The 2017 administrative reform plan has identified one of the important solutions as continuing to promote the application of information technology in management and task performance, and promptly implementing the first steps of e-Government.
The Department of Home Affairs shall preside over and coordinate with relevant departments, branches and localities to assess the satisfaction level of people and organizations with the services of administrative agencies through sociological surveys; the Department of Education and Training and the Department of Health shall coordinate with the People's Committees of districts, cities and towns to assess the satisfaction level of people and organizations with public services in education and health; and organize sociological surveys to determine the administrative reform index of branches and localities.
The province will continue to have directions to effectively implement the contents of administrative reform. Thereby, improving the Provincial Competitiveness Index (PCI) and the Provincial Governance and Public Administration Performance Index (PAPI); serving the people and businesses better and better.
