On March 20, the Nha Trang City People's Court (Khanh Hoa province) opened a trial to hear the case against defendant Che Thi Ngoc Thoa (33 years old, residing in Dong Mon 1 village, Dien Khanh district) for the crime of running a prostitution ring. However, after questioning, the Court decided to return the case file to the People's Procuracy of the same level for further clarification of several issues that could not be addressed at the trial.

According to the records, on March 24, 2016, Thoa rented a house from Ms. Nguyen Thi Lich at 35 Nguyen Duc Canh Street, Phuoc Long Ward, Nha Trang City to open a men's barbershop called 86, providing haircut services.

Besides providing haircutting services, Thoa also offered erotic massages and prostitution services to customers upon request, charging between 250,000 and 300,000 VND per sexual encounter and 150,000 VND per erotic massage. Le Cat Duyen and Nguyen Thi Ngoc Diem, aware of these activities, applied to work at Thoa's salon as hairdressers and also engaged in prostitution.

At approximately 8:45 PM on April 17, 2016, Nguyen Quoc Khanh, Vo Thanh Luong, and Le Dinh Hung went to the 86 men's barbershop at 35 Nguyen Duc Canh to solicit prostitution. Thoa agreed to let Duyen and Diem provide prostitution services to the customers at the shop. Afterwards, Thoa led the customers upstairs, while Duyen led Luong and Diem led Hung to the back room to engage in prostitution.

At approximately 9 PM on the same day, the Criminal Investigation Team of Nha Trang City Police conducted an inspection of the 86 men's barbershop owned by Thoa. The task force caught three couples in the act of prostitution: Thoa and Khanh, Diem and Hung, Duyen and Luong. A report was filed arresting Thoa for the crime of facilitating prostitution.

It is known that in 2009, Thoa was sentenced to 4 years in prison by the Khanh Hoa Provincial People's Court for illegally trafficking narcotics. In April 2016, she was fined administratively by the Nha Trang City Police for prostitution, but Thoa stubbornly continued her old ways, defying the law.
