The Secretariat disciplined Mr. Vo Kim Cu and Nguyen Minh Quang.

(Baonghean.vn)- The Central Party Secretariat decided to discipline the Party Executive Committee of the Ministry of Natural Resources and Environment and a number of officials related to environmental incidents in 4 central provinces.

On April 18 and 21, 2017, at the Party Central Committee Headquarters in Hanoi, the Secretariat met under the chairmanship of General Secretary Nguyen Phu Trong to review the report of the Central Inspection Committee proposing disciplinary action against party organizations and party members (No. 74 and 75-BC/UBKTTW, dated April 17, 2017).

The Secretariat democratically discussed and thoroughly, objectively and comprehensively analyzed the violations and shortcomings of the Party Committee of the Ministry of Natural Resources and Environment and a number of cadres under the management of the Secretariat related to the environmental incident in 4 Central provinces and concluded as follows:

- Party Executive Committee of the Ministry of Natural Resources and EnvironmentThe 2011-2016 term was irresponsible, lax in leadership, direction of inspection, examination, supervision and post-inspection work, allowing the Ministry of Natural Resources and Environment and a number of individuals to commit many violations in state management of environmental protection and water resources management related to the Formosa Ha Tinh Project, causing very serious consequences for the environment and people's lives; affecting political security, order and social safety.

- ComradeNguyen Minh Quang, former member of the Party Central Committee, former Secretary of the Party Committee, former Minister of Natural Resources and Environment, is responsible as the head for the violations and shortcomings of the Party Committee for the 2011-2016 term.

- ComradeBui Cach Tuyen, former member of the Party Executive Committee, former Deputy Minister of Natural Resources and Environment, former Director General of the General Department of Environment, is jointly responsible for the violations and shortcomings of the Party Executive Committee of the Ministry of Natural Resources and Environment for the 2011-2016 term; he was irresponsible when signing and approving environmental impact assessment (EIA) reports, ignoring warnings about environmental impacts; was lax in leadership, direction, inspection, and supervision of the construction of environmental protection projects of Formosa Company.

- ComradeNguyen Thai Lai, former member of the Party Executive Committee, former Deputy Minister of the Ministry of Natural Resources and Environment, is jointly responsible for the violations and shortcomings of the Party Executive Committee of the Ministry of Natural Resources and Environment for the 2011-2016 term; he was irresponsible in assessing and signing the license for Formosa Company to discharge wastewater offshore in violation of regulations.

- ComradeVo Kim Cu,Secretary of the Party Committee, Chairman of the Vietnam Cooperative Alliance, former Secretary of the Provincial Party Committee, former Secretary of the Party Executive Committee, former Chairman of the People's Committee of Ha Tinh province is primarily responsible for the violations and shortcomings of the Party Executive Committee of the Provincial People's Committee and the Provincial People's Committee in the period 2008 - 2016 and the Management Board of the Economic Zone of Ha Tinh province in the period from 2008 to 2010. He directly signed many documents that were not in accordance with regulations in granting investment certificates; allocating and leasing sea surface; agreeing in principle to allow Formosa Company to self-clear the land to build a wastewater discharge pipeline in violation of regulations...; lacking responsibility in directing, inspecting and supervising the implementation of the Project.

The violations and shortcomings of the Party Executive Committee of the Ministry of Natural Resources and Environment and the above-mentioned comrades have caused very serious consequences for the environment and people's lives; caused social outrage; affected political security, order, social safety and investment environment; and negatively affected the reputation of the Ministry of Natural Resources and Environment and Ha Tinh province.

Considering the content, nature and level of the violation; based on Regulation No. 263-QD/TW and Regulation No. 181-QD/TW of the Politburo on disciplinary action against violating party organizations and party members, the Secretariat unanimously agreed by secret ballot to decide to implementdisciplinary warningfor the Party Executive Committee of the Ministry of Natural Resources and Environment for the 2011 - 2016 term; implementationdisciplinary warningfor comrade Nguyen Minh Quang;Disciplinary dismissal of member of the Party Executive Committee of the Ministry of Natural Resources and Environment for the term 2011 - 2016for comrade Bui Cach Tuyen and comrade Nguyen Thai Lai; disciplineremoved from office Member of the Provincial Party Standing Committee for the 2005-2010 and 2010-2015 termsfor comrade Vo Kim Cu (including removal from the positions of Secretary of the Party Committee of the Provincial People's Committee, Deputy Secretary of the Provincial Party Committee, Secretary of the Ha Tinh Provincial Party Committee according to regulations).

At the same time, the Secretariat requested the Government Party Committee to direct the implementation of corresponding administrative discipline according to regulations for the Ministry of Natural Resources and Environment, comrade Nguyen Minh Quang, comrade Bui Cach Tuyen, comrade Nguyen Thai Lai and comrade Vo Kim Cu.
