The dispatch of the National Traffic Safety Committee stated: On March 16, 2017, a video clip appeared on the mass media of a group of more than a dozen motorbikes driven by a group of young men and women without helmets, weaving, swerving, lining up in twos and threes, and some even drove motorbikes with their feet, obstructing traffic on the national highway through Dien Chau district, Nghe An province, causing outrage in public opinion.

This is an extremely dangerous violation of traffic order and safety laws, not only causing a high risk of traffic accidents but also demonstrating disregard for the law, disregard for life, and poor traffic awareness of the violators.
