If a beauty pageant contestant or model intentionally enters the competition illegally, they will be fined from 15,000,000 VND to 30,000,000 VND.

The Government has just issued Decree No. 28/2017/ND-CP amending and supplementing a number of articles of Decree No. 131/2013/ND-CP of the Government regulating administrative sanctions for violations of copyright and related rights and Decree No. 158/2013/ND-CP of the Government regulating administrative sanctions for violations in the fields of culture, sports, tourism and advertising.

Specifically, if a beauty queen or model intentionally "enters the competition illegally" without being officially licensed by the competent authority, each beauty queen or model will be fined from 15,000,000 VND to 30,000,000 VND.

The Decree also clearly states that if beauty queens and models go abroad to participate in international beauty and model contests, they must have a license according to regulations. This penalty level will also be applied in cases where beauty queens and models go abroad to participate in contests and have behaviors that are not in accordance with Vietnamese customs and cultural traditions or have behaviors that negatively affect Vietnam's image and foreign relations; commit behaviors that are not in accordance with Vietnamese values, social ethics, customs and cultural traditions after winning titles in beauty and model contests;

The Decree also adds a new provision: "The title awarded to an individual who wins a beauty or model contest shall not be revoked when requested by the competent licensing authority."

This penalty is also applied to the act of organizing beauty and model contests that are not in accordance with the content stated in the license or contest organization plan sent to the competent state agency that issued the license. Decree No. 28/2017/ND-CP amending and supplementing a number of articles of Decree 131/2013/ND-CP also provides regulations in the field of sound recording and film production.

Accordingly, a fine of VND 1,000,000 to VND 2,000,000 will be imposed for one of the following acts: Selling or renting films for internal circulation; Erasing or modifying control labels on film tapes or discs.

Fines from VND 2,000,000 to VND 5,000,000 shall be imposed for selling or renting film tapes or discs without control labels or with incorrect control labels for films that have been granted a distribution license. Fines from VND 10,000,000 to VND 15,000,000 shall be imposed for swapping the content of films that have been labeled with control labels.

A fine of VND 15,000,000 to VND 20,000,000 shall be imposed for one of the following acts: Selling, renting or distributing films, tapes or discs without permission for distribution; Distributing films, tapes or discs beyond the scope stated in the distribution license.

A fine of VND 20,000,000 to VND 25,000,000 shall be imposed for the act of selling, renting or distributing films or film discs that have been subject to a decision to be recalled, confiscated, banned from distribution or destroyed.

In case of violation, the remedial measures will be: Forced destruction of the violated exhibits; Forced return of illegal profits obtained from performing the prescribed acts.

A fine of VND 3,000,000 to VND 5,000,000 shall be imposed for one of the following acts: Disseminating films in public places stored on any material without a control label; Disseminating films in public places with content and scope not specified in the film distribution license or broadcasting decision; Not ensuring regulations on facilities and equipment for cinema rooms using special effects that affect movie viewers during operation.

A fine of VND 10,000,000 to VND 15,000,000 shall be imposed for one of the following acts: Screening films that have been subject to a decision to be withdrawn, confiscated, banned from distribution, destroyed, or have pornographic, inciting violence, or depraved content; Organizing specialized or thematic film festivals without approval from competent authorities as prescribed.

Violating regulations on duplicating audio and video recordings of music, dance, and theater will result in a fine of 15,000,000 VND to 20,000,000 VND for duplicating audio and video recordings of music, dance, and theater without a content approval license.

A fine of between VND 20,000,000 and VND 25,000,000 shall be imposed for one of the following acts: Duplicating audio or video recordings of music, dance, or theater that have been banned from circulation or have been revoked, confiscated, or destroyed; Duplicating audio or video recordings of music, dance, or theater with pornographic, inciting violence, or depraved content.

Fines from VND 15,000,000 to VND 20,000,000 for the act of labeling control not in accordance with the program for which the content has been approved.

A fine of VND 10,000,000 to VND 15,000,000 shall be imposed for the act of selling, renting or circulating audio or video recordings of music, dance and theater performances without a content approval license.

A fine of VND 15,000,000 to VND 20,000,000 shall be imposed for the act of selling, renting or circulating audio or video recordings of music, dance and theater with content that has been banned from circulation or has been revoked, confiscated or destroyed.

Violations of regulations on storing and disseminating audio and video recordings of music, dance and theater will be subject to the following penalties: A fine of VND 10,000,000 to VND 15,000,000 for illegally storing and disseminating audio and video recordings of music, dance and theater that have not been permitted for distribution or have not been labeled with control labels; A fine of VND 15,000,000 to VND 20,000,000 for illegally storing and disseminating audio and video recordings of music, dance and theater that promote social evils, are inconsistent with the values, social ethics, customs and cultural traditions of Vietnam.
