Voter Pham Xuan Hai (Dong Vinh ward) reflected on the difficulty of finding cadres to undertake work in the block and hamlet. The main reason is the low allowance regime, while the work is a lot, often with conflicts. For example, the position of block leader is entitled to a coefficient of 1, equivalent to more than 1.2 million VND/month; the branch head of mass organizations is only more than 326 thousand VND/month. Therefore, it is proposed that the National Assembly should study and raise the regime to encourage the team of dedicated cadres.
