Opening the conference, Prime Minister Nguyen Xuan Phuc emphasized: Recently, the situation in some areas has become complicated, including a number of prominent cases that have been reported by the press, such as organized crime, armed crime, especially drug trafficking, deforestation, illegal sand mining, child sexual abuse, multi-level marketing, and cybercrime… Particularly recently, taking advantage of the marine environmental incident, hostile forces in the country, in coordination with reactionary organizations in exile abroad, have intensified their subversive activities; dividing the national unity to carry out the plot of peaceful evolution, riots, and overthrow...
Therefore, this is an important meeting to propose solutions regarding state management; the role of the political system in mobilizing the people; and the fight against those who use religion as a cover to cause political instability. The meeting will also address lessons learned in handling prominent issues according to legal regulations. Speaking at the Nghe An branch, the Director of the Provincial Police, Nguyen Huu Cau, reported on the security and order situation in Nghe An over the past period. In the first five months of the year, the most prominent security and order issue was the collusion between reactionary forces abroad and extremist elements disguised as religious groups. Among them, two individuals, Dang Huu Nam and Nguyen Dinh Thuc, stood out – continuously engaging in acts of slandering the regime through sermons in churches; defaming Party and State leaders; and colluding with other malicious individuals to organize protests causing social instability…
Therefore, Nghe An province proposed several strategic issues to quickly stabilize the security and order situation in the area. Specifically, it is necessary to decisively deal with extremist elements; media agencies need to be more actively involved in directly combating and exposing the schemes and tactics of hostile foreign forces and extremist priests; and when there are violations of the law, strong measures must be taken to ensure the strict enforcement of the law.

Deputy Prime Minister Truong Hoa Binh demanded strict measures to deal with individuals who exploit religion to collude with reactionary organizations, such as inciting the people to cause social instability and openly opposing the Party and the State. The political system must get involved and strengthen efforts to mobilize the people to strictly adhere to the Party and State's policies and laws... He also requested increased efforts to ensure traffic safety and drug rehabilitation in localities.
Concluding the conference, Prime Minister Nguyen Xuan Phuc affirmed: In the context of a rapidly changing international environment, Vietnam faces many challenges... Hostile forces are constantly slandering and undermining the regime. Malicious elements are exploiting religion and specific incidents to incite unrest and cause social instability... He emphasized that a society that wants to develop must have stable security and political order based on the rule of law...

Therefore, localities need to mobilize the strength of the entire political system to launch a nationwide movement to protect national security... Proactively develop plans, avoiding passivity and confusion when incidents occur. Local leaders must take responsibility for incidents that occur and persist. The handling process must involve synchronized coordination from the central to local levels; projects must be reviewed to prevent exploitation by malicious individuals. Land disputes must be resolved fairly, reasonably, and definitively; and a strong political system must be built and strengthened...
At the same time, a thorough review and assessment of the current state of the civil servant workforce is necessary; violations should be handled publicly and strictly to ensure the integrity of the law and build public trust; and to deter those who exploit loopholes to cause social instability. Furthermore, the Ministry of Public Security should strengthen its forces; develop plans to handle incidents; and strictly punish ringleaders in accordance with the law. The Ministry of National Defense should cooperate to supplement and strengthen its forces, and work with the Ministry of Public Security to have contingency plans in place to respond to any situation, avoiding passivity and surprise.
