On the morning of March 18th, in Hanoi, the Central Steering Committee for Project 6 organized a workshop to gather feedback on the draft outline of the project "Continuing to innovate the Party's leadership methods, building a streamlined and effective political system apparatus" and to hear reports on practical experiences from several localities and units. Member of the Politburo, Secretary of the Central Committee of the Party, and Head of the Central Organization Department Pham Minh Chinh chaired the meeting.

Overcoming overlapping issues in the organizational structure of agencies (Figure 1)

The workshop provided feedback on the draft outline of the project "Continuing to innovate the Party's leadership methods, building a streamlined and efficient political system and organizational structure."

For over 30 years of implementing the reform process, our Party has consistently identified economic development as the central task and Party building as the key task. Many Central Committee resolutions on reforming the Party's leadership methods and building the organizational structure of the political system have achieved certain results.

However, the current general limitations and shortcomings are that while many policies and solutions have been proposed, they have not created a breakthrough; implementation remains a weak point, with some areas actively implementing them while others are doing so halfheartedly; and preliminary and final reviews, inspections, and monitoring are not conducted regularly.

Therefore, continuing to innovate the Party's leadership methods and building a streamlined, effective, and efficient political system is both an urgent and a long-term task.

Speaking at the workshop, Head of the Central Organizing Committee Pham Minh Chinh emphasized the topics that needed to be discussed, focusing on the Party's leadership methods. This proposal focuses on reforming the Party's leadership methods through Party organizations and Party members operating within the political system.

Therefore, delegates need to focus on studying and discussing the organizational structure of the political system; the rearrangement and consolidation of Party committees at the central and local levels; and measures to overcome the inadequacies and overlaps in the organization and operation of Party committees with Party committees or Party groups in ministries, branches, and central and local organizations today...

Mr. Pham Minh Chinh stated that the documents of the 12th Party Congress require continued reform of the Party apparatus and the political system towards streamlining, improving the effectiveness and efficiency of leadership, direction, and management. Reforming and consolidating the organizational structure must be linked to functions and tasks, improving the quality of the contingent of cadres and civil servants, researching and implementing pilot programs in some Party and State agencies with similar functions and tasks, streamlining the organizational structure while continuing to clearly define the functions, tasks, and operating methods of organizations that hold multiple positions concurrently, and reducing the number of personnel throughout the entire political system.

Mr. Pham Minh Chinh requested that delegates attending the seminar provide feedback on these issues based on their practical work experience.
