Plan to review 5 years of implementing Resolution 21-NQ/TW of the Politburo

(Baonghean) - Nghe An Provincial Party Committee has just issued Plan No. 66-KH/TU dated April 24, 2017 on the preliminary review of 5 years of implementing Resolution 21-NQ/TW dated November 22, 2012 of the Politburo on strengthening the Party's leadership over social insurance and health insurance work in the period of 2012 - 2020 in Nghe An province.

The purpose of this Plan is to evaluate the process of leadership, direction and organization of the implementation of Resolution No. 21-NQ/TW; clearly indicate the current situation, results achieved; limitations and shortcomings; causes of success and limitations and shortcomings; draw lessons; propose solutions to promote leadership, direction and effective implementation of social insurance and health insurance work in the coming time.

Regarding the implementation organization, in this Plan, the Provincial Party Committee has also assigned the subordinate units, based on their functions and tasks, to coordinate in organizing the implementation of the contents of the Plan to ensure the right time, progress and effectiveness. In particular, the Provincial Party Committee's Propaganda Department is responsible for guiding, inspecting and urging the preliminary review in districts, cities and towns; subordinate Party Committees; relevant departments, branches and sectors; the Fatherland Front and socio-political organizations; organizing surveys and evaluating the implementation results of the Resolution in a number of localities and units.

Raising awareness of Party committees, authorities, Party members and people about the importance of social insurance and health insurance policies, two important social policies, the main pillars of the social security system, contributing to the implementation of social progress and equity, ensuring socio-economic development. Timely commend and set examples of collectives and individuals, contributing to the replication of new factors, typical advanced models of Party committees and authorities at all levels in implementing Resolution No. 21-NQ/TW in the province.

Coordinate with the Party Committee of the Provincial People's Committee to direct the preliminary review of 5 years of implementing Resolution No. 21-NQ/TW in the social insurance sector; preside over and coordinate with the provincial social insurance and related units to prepare a preliminary review report to submit to the Standing Committee of the Provincial Party Committee for comments at the meeting in August 2017; coordinate with the Provincial Party Committee's Organizing Committee to carry out emulation and reward work for collectives and individuals with outstanding achievements in implementing Resolution 21-NQ/TW...

According to the Plan, the review will be conducted at 3 levels, from the grassroots level to the provincial level, in which the grassroots level must complete the review before May 15, 2017; the grassroots level must complete the review before June 30, 2017 and the provincial level will complete it in September 2017.
