Based on the direction of the Central Committee, the Provincial Party Standing Committee has directed Party organizations at all levels, departments, branches, sectors, and socio-political organizations to summarize and evaluate the Party's Resolutions and State legal documents on innovating the Party's leadership methods and building the organizational apparatus of the political system.

The Provincial Party Committee held an expanded Executive Committee meeting to review and evaluate the implementation of innovation in the Party's leadership methods and build a streamlined political system apparatus that operates effectively and efficiently.

The Provincial Party Standing Committee has organized 3 working sessions with the government, party building committees, the Vietnam Fatherland Front and socio-political organizations at the provincial level on this issue.

At the meeting, Nghe An province reported on the implementation of innovation in the Party's leadership method and the building of the political system at the district level.

From the reality, the province also recommended and proposed 19 groups of issues to the survey team.

In particular, Nghe An proposed to further decentralize the right to manage, use the organizational apparatus, payroll, evaluation, promotion, and appointment to strengthen the role and leadership of Party committees in implementing political tasks of each locality.

In particular, "it is necessary to classify provincial-level administrative units according to criteria such as area, population, administrative units... as a basis for allocating staff, resources, number of leaders, and personnel policies," said comrade Nguyen Xuan Son.

The province also proposed that the Central Government issue regulations on the number of deputy heads of departments and offices under party agencies, government agencies, and socio-political organizations at the provincial and district levels.

In particular, for district level with 5 or less positions, there will be 1 deputy, for 6 or more positions, there will be no more than 2. Particularly, for some specialized departments under the People's Committee at district level with 11 or more positions, with special characteristics, there will be no more than 3 deputies.

For provincial level, departments and offices with 5-10 positions are arranged with 1 deputy; for more than 10 positions, no more than 2 deputy are arranged.

In particular, for public service and administrative service units, Nghe An has 1,892 units. The province proposes to grant autonomy to units capable of autonomy; to dissolve, to let social organizations perform if the task is not necessarily undertaken by the State and other components perform more effectively; to socialize in places with conditions for socialization.

The province proposed to focus on researching and finding solutions for sectors with a large number of civil servants and public employees such as education, health, agriculture and rural development, etc.

Concluding the meeting, Minister Dinh Tien Dung emphasized the importance of issuing a Project to continue innovating the Party's leadership methods, building a streamlined political system that operates effectively and efficiently, especially in the context of rapid changes in the domestic and international situation.

The Minister of Finance analyzed that after promulgating the 2013 Constitution, our country has institutionalized many legal documents, so our country's economy has changed rapidly and quite comprehensively. However, with the problems such as slow organizational innovation, the number of civil servants in public service units and part-time cadres is still high...

Therefore, the Minister emphasized: To ensure budget restructuring, reduce regular expenditures, and increase investment expenditures for development, it is necessary to look directly at streamlining the payroll, operating effectively and efficiently.

On that basis, Minister Dinh Tien Dung assessed that the province had carefully and closely prepared the preparation work to contribute ideas for the project development, and the survey team accepted and submitted it to the project drafting committee.

The Minister also agreed with the recommendations and proposals of the province for more in-depth research such as: classifying administrative levels according to population size and area to arrange appropriate budget and staff structure and apparatus organization; arranging the apparatus to ensure the principle of Party leadership, State management, people's mastery; innovating management methods...

At the end of the meeting, Provincial Party Secretary Nguyen Dac Vinh said that Nghe An province continues to evaluate the innovation of the Party's leadership method, build a streamlined political system, and operate effectively and efficiently. Thereby, the province will submit to the Central Committee a report of the province before the 6th Central Conference, term XII.

Previously, the Provincial Party Secretary also discussed and clarified a number of issues proposed by the province with the working delegation.
