Journey to destroy a daring drug case in Vinh City

In early 2017, through professional work, the Ha Huy Tap Ward Police, Vinh City, discovered a subject specializing in retailing heroin in the ward in large quantities. After a period of persistent surveillance, the Ward Police clarified that the subject's name was Tran Van Lung (born in 1976), residing in Hung Hoa Commune, Vinh City.

After collecting sufficient documents and evidence, Major Bui Van Ngoc - Chief of Ha Huy Tap Ward Police proposed to the Vinh City Police Department to establish a special project to investigate and clarify.
During the investigation, Major Bui Van Ngoc learned that Lung often met and talked with a person in Ho Chi Minh Square, suspected to be of the Mong ethnic group. This person also often appeared in the Cau Treo Border Gate area, Ha Tinh.
It is believed that the suspect met Lung to buy and sell drugs, so all movements of the two subjects were put into the "sights" of the detectives in the Special Investigation Committee. The identity of the suspect was clarified as Lau Ba (42 years old), Mong ethnic, from Ky Son district, Nghe An.
There was a special detail that Major Bui Van Ngoc did not expect, that is Lau Ba was a prestigious officer in preventing crime and drug abuse but secretly bought and sold drugs in large quantities and extremely recklessly.
"Every time he was in the Ky Son mountain forest area or the Cau Treo border gate area in Ha Tinh, Lau Ba was as quick as a squirrel, appearing and disappearing so the scouts were often "lost" by him. When in Vinh City, the two subjects Ba and Lung often met in the Truong Thi ward area, showing unusual signs, forcing us to persistently lie in wait and follow them to the end," added Major Bui Van Ngoc.
After having enough documents proving that Lau Ba and Tran Van Lung had a close relationship with each other to illegally buy and sell drugs in large quantities, the plan to catch the subjects red-handed was implemented quite methodically by the Task Force.
At around 9:30 p.m. on April 20, upon receiving information that Lung was bringing heroin to Tan Hoa block, Ha Huy Tap ward to sell in large quantities, the Vinh City Police Department reported to the Provincial Police Department to request support from professional departments to participate in solving the case.
That very night, under the direction of Lieutenant Colonel Nguyen Huu Cuong - Deputy Chief of Vinh City Police, more than a dozen officers and police of Ha Huy Tap Ward Police, chaired by Major Bui Van Ngoc - Chief of Ward Police, Deputy Head of the Special Investigation Committee, coordinated with officers and police of professional departments to develop a plan to solve the case.
As reported, at around 10 p.m. the same day, the detectives discovered Lung waiting for his "partner" in the Tan Hoa block area, then Lau Ba appeared on a motorbike, standing about 40 meters away from Lung.
Seeing that the opportunity had come, receiving the signal to crack the case from Lieutenant Colonel Nguyen Huu Cuong, the detectives in the Special Task Force immediately rushed to arrest Tran Van Lung, confiscating 2 heroin cakes, 1 cell phone, and 1 motorbike with license plate 37B2-752.57.
At the same time, another reconnaissance team appeared in time, arrested Lau Ba and brought him to the investigation agency for clarification. Through the initial struggle, Lung confessed that he and Lau Ba had sold 2 cakes of heroin. The case is being expanded to clarify the criminal acts of the subjects to handle according to the law.
