Can Cua Lo become a type II urban area by 2025?

(Baonghean.vn) - Cua Lo has been a type III urban area since 2009. The Nghe An urban development draft sets the goal of upgrading Cua Lo to a type II urban area by 2030. Many opinions say that this goal is a bit 'slow'.

Nghe An urbanization roadmap to 2030

Urbanization is one of the important contents of the province's socio-economic development strategy. On April 25, the Standing Committee of Nghe An Provincial Party Committee listened to and commented on the draft report on the Urban Development Program of Nghe An Province to 2020, with a vision to 2030.

Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Nghe An Province chaired the meeting. The meeting was attended by representatives of the Inspection Committee and the Central Organizing Committee.

Currently, Nghe An has 21 urban areas. Of which, Vinh City is a type I urban area. Cua Lo is a type III urban area. Thai Hoa and Hoang Mai are type IV urban areas. Con Cuong Town is a type V urban area.

The urban development program is divided into 3 phases: from now to 2020, 2020 - 2025 and 2025 - 2030. The roadmap sets out that by 2030 Nghe An will have 111 urban areas. Cua Lo will be upgraded to a type II urban area. Thai Hoa, Hoang Mai, Con Cuong will be upgraded to a type III urban area. The urbanization rate of the whole province will reach 60%.

The total investment capital is estimated at 400,000 billion VND. Of which, nearly 200,000 billion VND will be spent on developing infrastructure services. The capital from the state budget is about 40,000 billion VND, the rest comes from investment credit, business investment, investment from residents and private individuals and capital from outside the province.

Around the urban development of Cua Lo

The goal of upgrading Cua Lo to a class II urban area by 2030 was considered by many meeting members to be “a bit slow”. In addition, Cua Lo has been included in the Vinh urban development plan for a long time, so some people think that it is necessary to consider developing Cua Lo as an independent urban area.

Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee said that we should not set development goals in a "forced" way. "When developing large cities, we often owe some targets and then add them later. Even Vinh City, a class I city, took a while to complete the targets, and up to now has not become the center of the region. I think that if Cua Lo is upgraded to a city in this term, it will be forced. Let Cua Lo develop as an independent city first, then merge with Vinh City when necessary and reasonable."

Comrade Hoang Trong Kim - Director of the Department of Construction said that urbanization is happening very quickly. If we let towns and cities develop spontaneously, the urbanization process will not be sustainable and must be planned.

“The connection speed between Vinh and Cua Lo will increase rapidly along 4 routes: Highway 46 connecting Vinh - Cua Lo, Vinh - Cua Lo Boulevard, Vinh - Cua Hoi Road and the dike road. Very quickly, the problem of administrative management of these two connected urban areas will arise. That is inevitable because we have planned Vinh into a multi-polar urban cluster with Vinh, Cua Lo, Quan Hanh and Nghi Loc.

However, there is no need to forcefully merge the cities too soon. I think Cua Lo should be allowed to develop independently until 2025. After 2025, it can be merged.”

Provincial Party Secretary Nguyen Dac Vinh agreed with the need to not force the merger of Cua Lo and Vinh City, but it is necessary to pay attention to the connection trend between these two entities in the development vision.

“We do not need to worry about administrative actions or unnatural impacts. The merger of Vinh and Cua Lo is happening naturally but not spontaneously, but according to our predictions and planning.”

Urban development planning according to network and nature

Comrade Nguyen Dac Vinh said that Cua Lo should not be viewed as an independently developed urban area but should take into account environmental factors to have an accurate assessment and prediction. “When VSIP and Hemaraj urban areas are filled, when Cua Lo deep-water port cluster comes into operation, the development conditions of Vinh or Cua Lo will be different. Even at that time, Nghi Thiet can completely develop into a logistics urban area.”

The Provincial Party Secretary said that the urban development roadmap needs to more specifically address the nature of urban development as well as the connection between urban areas in the province-wide network.

“The Nam Thanh Bac Nghe area with Hoang Mai and Cau Giat is attracting investment from businesses. In addition, there will be a connection with Nghi Son. Nghia Dan, Thai Hoa, Quy Hop and Tan Ky have the advantage of large land areas associated with raw material areas. The Southwest Nghe An region is about to have the Hanoi - Vientiane expressway, which will certainly have a direct impact on Thanh Chuong and Nam Dan. Quy Chau and Que Phong can be linked to tourism for development.

That means we have to link urban development with two issues: economic development and infrastructure development. We don't need to be too concerned about setting goals for what type of urban area we want."

Comrade Nguyen Dac Vinh also noted that in the Vinh - Cua Lo development plan, there is no need for a rural buffer zone, but there must be an ecological buffer zone.
