At the end of April 2017, through the investigation, the Thai Hoa City Police General Investigation Team discovered a group of people who specialized in gambling at Thai Linh 2 motel, located in Kim Tan block, Hoa Hieu ward, Thai Hoa city. This is one of the motels with quite a lot of guests, security is ensured with a camera system installed throughout the motel, so property theft rarely occurs.

Taking advantage of the above safety, a number of gamblers gathered here all night and all day. Determining that these were large, organized gamblers, the Team made a plan to scout, verify, and grasp the situation of the gambling location above.

After a period of verification, the detectives determined that the gambling den at Thai Linh 2 motel often organized gambling at night. There were people on guard duty equipped with phones. As soon as a stranger appeared, they would immediately notify the gamblers to destroy the evidence and "evacuate at will".

Therefore, the plan to arrest the above group of subjects was directed quite systematically by Lieutenant Colonel Tran Ngoc Tuan, Chief of Thai Hoa Town Police. The Lieutenant Colonel commented: It is likely that the gamblers come from many localities, but not excluding civil servants, employees working at agencies, businesses, and factories located in the town or Nghia Dan district.

Immediately after the meeting ended, working groups urgently went to a number of agencies, factories, and enterprises to conduct inspections and investigate subjects with characteristics as described by people who often go to Thai Linh 2 motel to gamble.

Through professional measures, the working group discovered two suspicious people currently working at a factory located in a mountainous district of Nghe An province. Among them was Tang Ba Manh (born in 1986), with permanent residence in Thanh Xuan Trung ward, Thanh Xuan district, Hanoi. From here, Manh was put in the "sights" of the detectives.

After learning more about this special character, it was known that after each shift off, Manh returned to Thai Linh 2 motel to get a room and went out for coffee with some other people before returning to the room to gamble. From the above information, the plan to catch the subjects red-handed for gambling was implemented quite specifically.

On the night of April 27, upon receiving information that some strangers had appeared in Manh's room 403, the leaders of Thai Hoa Town Police planned and coordinated to arrest them red-handed.

When the task force arrived at Thai Linh 2 motel, they learned that the subjects were not currently in room 403. Assuming that the gamblers would return to their rooms to gamble, the task force decided to lie in wait until the end. At 11 p.m. the same day, the detectives discovered Manh and the subjects returning to room 403, Thai Linh 2 motel and locking the inside door to gamble.

A reconnaissance team was deployed to surround the outside of the windows and main door, while the other team used all means to enter the room, control and catch the subjects red-handed.

As planned, at around 11:20 p.m. the same day, using professional measures, the detectives broke into the room, arrested 5 subjects gambling in the form of cards, and seized 14,670,000 VND at the gambling table. When checking the subjects, they were found to be carrying tens of millions of VND and many valuable assets.

The arrested subjects include: Tang Ba Manh (31 years old), permanent residence in Thanh Xuan Trung ward, Thanh Xuan district, Hanoi; Tran Quang Khanh (born in 1986), residing in Ninh An commune, Hoa Lu, Ninh Binh province; Nguyen Thanh Tuan (34 years old), residing in Hung Long commune, Hung Nguyen district; Nguyen Xuan Hung (31 years old), residing in Tien Phong commune, Que Phong district and Dang Cong Sa (27 years old), residing in Hoa Hieu ward, Thai Hoa town. All of the above subjects are engineers, currently working at a company located in a mountainous district of Nghe An province.

At the investigation agency, Manh confessed that he often went to Thai Linh 2 motel to rent a room and gamble after work. To avoid detection by the authorities, before sitting down to gamble, the subjects would go out for a late-night snack, drink coffee until late at night, then return home to gamble until the next morning.

Thai Hoa Town Police have initiated a criminal case, prosecuted the defendants for gambling, and released them on bail but banned them from leaving their locality and workplace to serve the investigation, clarify and arrest related subjects./.
