1. Report to the Prime Minister on brokerage fees for labor export to Taiwan

Prime Minister Nguyen Xuan Phuc requested the Ministry of Labor, War Invalids and Social Affairs to study and report to the Prime Minister on press reports that Vietnamese workers in Taiwan have to pay excessively high labor brokerage fees.
According to the press, accounting for 60% of the total number of workers going abroad, Taiwan is Vietnam’s largest export market. However, the situation of “sky-high” fees and the escape rate has put Vietnam at risk of losing this market.
2. Preparing for construction of the North-South Expressway

The Government Office has just announced the conclusion of Deputy Prime Minister Trinh Dinh Dung at a meeting on investment preparation for the North-South Expressway Construction Investment Project.
The conclusion announcement stated that this is an important national project, so it is necessary to ensure strict implementation, in accordance with regulations, and submit it to the Prime Minister and the Government to submit the investment policy to the National Assembly for approval, meeting the required progress.
3. Regime for retired and demobilized professional soldiers

The Government issued a Decree detailing and guiding the implementation of a number of articles on the regime and policies of the Law on professional soldiers, workers and defense civil servants (referred to as the Law).
Regarding the regime and policies for demobilized professional soldiers, the Decree stipulates that demobilized professional soldiers under Point a and c, Clause 3, Article 40 of the Law are entitled to job creation allowance equal to 06 months of basic salary according to Government regulations at the time of demobilization; are supported with vocational training or job referrals at job referral organizations of ministries, branches, unions, localities and other socio-economic organizations.
In addition, one-time demobilization allowance is provided, for each year of work, one month's salary of the month immediately preceding demobilization is provided; one-time social insurance benefits are provided or social insurance participation time is reserved according to current regulations of the law on social insurance.
Demobilized professional soldiers are also given priority points in the recruitment exam or civil servant recruitment according to the provisions of Article 5 of Decree No. 24/2010/ND-CP dated March 15, 2010 of the Government regulating the recruitment, use and management of civil servants; or are given priority when determining successful candidates in the civil servant recruitment exam according to the provisions of Clause 2, Article 10 of Decree No. 29/2012/ND-CP dated April 12, 2012 of the Government on the recruitment, use and management of civil servants.
4. Tax management for related transactions

The Government has just issued Decree 20/2017/ND-CP regulating tax management for enterprises with related transactions.
This Decree stipulates principles, methods, order and procedures for determining prices of related-party transactions; obligations of taxpayers in declaring, determining prices of related-party transactions and declaring and paying taxes; responsibilities of state agencies in managing, checking and inspecting taxes of taxpayers having related-party transactions.
Taxpayers with related-party transactions must declare related-party transactions; exclude factors that reduce tax obligations due to related-party relationships, and impact to determine tax obligations for related-party transactions equivalent to independent transactions with the same conditions.
Tax authorities shall manage, inspect and examine related-party transactions of taxpayers according to the principle of independent transactions and the nature determines the form in order to not recognize related-party transactions that reduce the tax obligations of enterprises to the state budget and to adjust the price of related-party transactions to correctly determine the tax obligations prescribed in this Decree.
5. Nam Dan strives to achieve new rural standards in 2017

According to the direction of Deputy Prime Minister Vuong Dinh Hue, Nghe An province in general and Nam Dan district in particular need to thoroughly grasp Directive No. 10-CT/TW dated December 15, 2016 of the Secretariat, Resolution 32/2016/QH14 of the National Assembly, Directive 36/CT-TTg of the Prime Minister, in order to build comprehensive and sustainable new rural areas, improve infrastructure in poor and disadvantaged communes, deploy agricultural production models towards applying high technology and reorganizing production reasonably.
Further promote communication and information work; raise awareness for Party committees, authorities at all levels, sectors and people; clearly define the purpose and significance of new rural construction associated with poverty reduction for people in the coming years.
Based on the national criteria for new rural areas and the conditions and strengths of the locality, continue to review and determine the priority contents, scale, roadmap and solutions for organizing the implementation of new rural construction. Focus on completing the contents and criteria in communes registered to meet new rural standards in 2017; Nam Dan new rural construction must be placed in relation to the socio-economic development of Nghe An province, with the implementation of tasks of agricultural and tourism economic development in the district; Nghe An Provincial People's Committee prioritizes mobilizing resources to help Nam Dan district meet new rural standards in 2017 and strive to become a model new rural district.
6. Strictly handle state-owned enterprises that have not disclosed information

Directing on information disclosure of state-owned enterprises, Deputy Prime Minister Vuong Dinh Hue requested ministries, branches and localities to seriously implement and direct affiliated state-owned enterprises to fully and correctly implement regulations on information disclosure in Decree No. 81/2015/ND-CP dated September 18, 2015 of the Government on information disclosure of state-owned enterprises.
Ministries, branches and localities urgently develop a separate section on enterprise information disclosure on the Portal or electronic information page managed by the Ministry, branch or locality and post information according to the provisions of Point a, Clause 2, Article 22 of Decree No. 81/2015/ND-CP dated September 18, 2015 of the Government on information disclosure of state-owned enterprises.
At the same time, handle responsibilities for state-owned enterprises and enterprise managers who violate regulations on information disclosure according to the provisions of Decree No. 81/2015/ND-CP dated September 18, 2015 of the Government on information disclosure of state-owned enterprises and Decree No. 50/2016/ND-CP dated June 1, 2016 of the Government on administrative sanctions for violations in the field of planning and investment; publicize the content of handling responsibilities on the electronic information pages of ministries, branches, and localities and notify the Ministry of Planning and Investment for synthesis.
7. Ensure interaction between the two National Portals

Deputy Prime Minister Truong Hoa Binh assigned the Government Office to preside over and coordinate with the Ministry of Finance and relevant ministries and agencies to research and develop technological solutions to ensure interaction between the National Public Service Portal (NPSP) and the National Single Window Portal (SOSS).
Regarding the implementation of the national single window and ASEAN single window according to Decision 2185/QD-TTg dated November 14, 2016, the Deputy Prime Minister requested that ministries and branches focus on implementing them in accordance with the Prime Minister's direction, ensuring the implementation roadmap according to the overall plan, shortening the time for carrying out procedures related to import and export of goods. The Deputy Prime Minister requested to strengthen guidance and application of electronic licenses in state management of ministries and branches, creating conditions for people and businesses to implement smoothly.
8. Notary Office is not included in the list of companies to be converted into Joint Stock Companies.

Recently, the Ministry of Justice sent a dispatch requesting the Prime Minister not to include Notary Offices in the list of companies to be converted into joint stock companies.
According to the provisions of the Notary Law, the Notary Office is organized in the form of a partnership company, not in the form of a joint stock company. The Notary Law also stipulates the conversion of the Notary Office into a Notary Office. Accordingly, in case it is not necessary to maintain the Notary Office, the Department of Justice shall prepare a Project to convert the Notary Office into a Notary Office and submit it to the Provincial People's Committee for consideration and decision.
Decree No. 29/2015/ND-CP dated March 15, 2015 of the Government detailing and guiding the implementation of a number of articles of the Law on Notarization stipulates the objectives, requirements, principles, order and procedures for converting Notary Offices into Notary Offices. Decree No. 29/2015/ND-CP takes effect from May 1, 2015.
9. New regulations on agricultural land tax exemption

Specifically, agricultural land use tax is exempted for the entire agricultural land area for the following subjects:
- Households and individuals are assigned or recognized land by the State for agricultural production, receive the right to use agricultural land (including inheritance and donation of agricultural land use rights).
- Households and individuals who are members of agricultural production cooperatives, farm workers, and foresters who have received stable land allocations from cooperatives, state-owned farms, and state-owned forestry farms, and households and individuals who have received stable land allocations from agricultural and forestry companies for agricultural production according to the provisions of law.
10. Regulations on commercial mediation

The Government has just issued Decree 22/2017/ND-CP clearly stipulating principles, policies, conditions, order and procedures for dispute resolution by commercial mediation.
The Decree requires that dispute resolution by commercial mediation must ensure the principle that the disputing parties participating in mediation are completely voluntary and equal in rights and obligations. Information related to the mediation case must be kept confidential, unless the parties have a written agreement or the law provides otherwise. The content of the mediation agreement must not violate the prohibitions of the law, not be contrary to social ethics, not aim to avoid obligations, and not infringe on the rights of third parties./.
