The violations that have occurred show that the person assigned with important responsibilities has abused his power to do wrong things. The individual's violations are clear, but we must also talk about the responsibility for personnel management during the period when the violations occurred. Due to lax management and lack of inspection and supervision, the violations have occurred over a long period of time. If we only pursue the cases after the violations have occurred, it will be very difficult to prevent them from the root.

According to Senior Lieutenant General Nguyen Van Rinh, former Deputy Minister of National Defense, the exemplary role of the head of the Party organization is very important for all Party members and the masses to follow.

This is the guiding principle for the entire Party and the entire people to build legal discipline and implement it to build the country. All Party members must comply with Party discipline, without exception, no one holds any position in the Party, from the highest person to ordinary Party members must comply,” Mr. Rinh expressed his opinion.

Party building always includes building people's trust in the Party. Corruption and waste are among the reasons that reduce people's trust in the Party.

Mr. Ho Viet Hiep, Head of the Internal Affairs Committee of An Giang Provincial Party Committee, said that in order for the Party to always be clean and strong, the law on anti-corruption and a series of other major issues need to be improved. Incomplete and loose laws will give rise to negativity and corruption. Therefore, to effectively combat corruption, there must be specific sanctions and strict handling.

“We have not yet researched to find a fundamental solution to closely monitor power. In my opinion, to monitor power, it must be institutionalized or that institution must be institutionalized by law, and the legal system must be complete and tight enough that people cannot be corrupt. With heavy sanctions and strict law enforcement, people will not dare. And finally, there must be a policy regime so that when they intend to be corrupt, they will have to consider the benefits they have, and not want to be corrupt,” said Mr. Ho Viet Hiep.

The lesson on Party building that the 4th Central Resolution emphasized is to combat the risk of mistakes in guidelines, violations of the principles of Party organization and activities, mistakes in the selection and arrangement of cadres, and bureaucracy that is far from the masses. The issue of great significance is to innovate the Party's leadership method towards the State; to innovate and perfect the Party's working methods and style; to innovate the Party's leadership method towards the Vietnam Fatherland Front and people's organizations.

Major General Le Van Cuong, former Director of the Institute of Strategy and Science, Ministry of Public Security, said that it is necessary to build a thorough awareness against corruption and privileges in both thought and action. With the conscience of a communist, all party members and cadres must seriously consider whether they have lived a healthy life and lived by their own labor. Leaders must be exemplary in their lifestyle, the higher the position, the greater the need for exemplary behavior, no one has the right to grant themselves privileges and benefits.

“In my opinion, the National Assembly needs to have a law regulating policies and benefits for officials. Otherwise, people's trust will continue to decline,” Major General Le Van Cuong suggested.

Power that is not closely monitored can easily lead to degeneration. Resolution 4 of the 12th Central Committee has proposed a system of synchronous solutions to push back bureaucracy, corruption, waste, and degeneration, and enhance the Party's fighting capacity. With the communist orientation, all cadres and party members must strictly review themselves. Leaders must be exemplary in their lifestyle. The higher the position, the greater the requirement for exemplary behavior. No one has the right to grant themselves privileges and benefits. Everything must start from here, and from here, the people will have more trust in and protect the Party; if so, the Party's leadership role over the State and society will always be firmly consolidated./.
