Discussion on fixing 91 technical errors of the Criminal Code
(Baonghean.vn) - The Provincial National Assembly Delegation coordinated with the Provincial People's Procuracy to organize a conference to collect comments and suggestions to absorb and complete the draft Law amending and supplementing a number of articles of the Penal Code No. 100/2015/QH13.

Speaking at the conference, Mr. Tran Van Mao said that at the 2nd session, the 14th National Assembly discussed and gave opinions on the draft Law amending and supplementing a number of articles of the Penal Code.
Based on the opinions of the National Assembly Deputies in the hall and group discussion sessions, the majority of the National Assembly Deputies agreed to continue assigning the drafting agencies and relevant agencies to continue editing so that the draft Law can continue to be completed.

“The provincial National Assembly Delegation coordinated with the provincial People's Procuracy to collect opinions from officials, civil servants, prosecutors and workers in the prosecution sector because these are the people who in practical work have a lot of access to and regularly apply the Penal Code,” said the Deputy Head of the provincial National Assembly Delegation.
Mr. Mao added: "This is a major policy aimed at correcting 91 technical errors in the Penal Code No. 100 promulgated by the 13th National Assembly, in the spirit of not changing the nature of the issues that the Penal Code No. 100 has passed."
In this conference session, 9 individuals with 10 comments on amending some contents and provisions of the current Penal Code. Many comments showed the interest in research and high sense of responsibility of the provincial prosecutor's officers and civil servants in law-making.
Most comments focused on the provisions in the general section such as criminal liability for commercial legal entities, the scope of criminal liability of persons from 14 to under 16 years old, etc., and the section on specific crimes such as drug crimes, abuse of trust to appropriate property, etc.
The process of receiving, revising and perfecting the draft Law is based on 4 viewpoints: 1 - Review and revise technical errors and unreasonable regulations on content that the basic sectors have agreed to revise to facilitate implementation. 2 - Supplementing some new issues arising in practice to meet the requirements of crime prevention and control in the new situation. 3 - The amendments and supplements do not change the criminal policies that have been commented on by competent authorities and decided by the 13th National Assembly. 4 - Some articles of the 2015 Penal Code, although quantified in detail, are not reasonable, so it is proposed to keep the provisions of the 1999 Penal Code. |
All opinions will be fully received by the National Assembly Delegation, compiled in writing to send to the National Assembly Standing Committee in the 3rd session of the 14th National Assembly, contributing to the completion and revision of the current Penal Code./.
