Prime Minister agrees to adjust the cross-section planning of Vinh - Cua Lo Avenue down to 95m

(Baonghean.vn) - This is the information given by Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Xuan Duong at the meeting of the Provincial Party Committee Standing Committee on the morning of March 28.

Previously, on November 21, 2016, the Ministry of Planning and Investment issued a document announcing the review of the project list, capital estimates and completion of investment procedures for projects using government bond capital for the period 2016 - 2020, the demand and expected plan for 2017. In particular, the Vinh - Cua Lo Boulevard project is expected to use government bond capital for the period 2017 - 2020, with an amount of 1,100 billion VND.

On December 1, 2016, at the meeting of the Provincial Party Committee Standing Committee, the Provincial People's Committee presented a plan to adjust the cross-section width of Vinh - Cua Lo Avenue from 160m to 95m based on the Government bond capital for Vinh - Cua Lo Avenue of 1,100 billion VND. And the Provincial Party Committee Standing Committee concluded to allow the adjustment of the scale of the project according to this plan.

On that basis, at the meeting between Prime Minister Nguyen Xuan Phuc and leaders of Nghe An province on February 19, 2017, Nghe An province proposed that the Prime Minister allow the adjustment of the cross-section planning of Vinh - Cua Lo Avenue, section from Km0 - Km7+775 from 160m to 95m to match the funding source provided under the Government bond capital source.

At the meeting this morning, Chairman of the Provincial People's Committee Nguyen Xuan Duong said: The Government Office has Notice No. 134/TB-VPCP dated March 14, 2017 on the conclusion of Prime Minister Nguyen Xuan Phuc at the working session with leaders of Nghe An province.

Regarding the province's proposal on the Vinh - Cua Lo Boulevard project, the Prime Minister concluded: "In principle, we agree to adjust the cross-sectional planning scale of this Project as proposed by the Province. The Province is fully responsible and self-adjusts the scale of the Project; ensuring a suitable scale for sustainable, long-term development and the ability to balance the budget. The Provincial People's Committee is responsible for effective investment, avoiding loss, waste, negativity and complaints."

Based on the policy approved by the Provincial Party Committee Standing Committee and the conclusion of the Prime Minister, at the meeting on the morning of March 28, through the report of the Party Committee of the Provincial People's Committee, the Provincial Party Committee Standing Committee reaffirmed this policy and assigned the Provincial People's Committee to direct the implementation of administrative and legal procedures to soon implement the Vinh - Cua Lo Boulevard project.

Vinh - Cua Lo Avenue is 10.83km long, passing through Vinh City, Nghi Loc District and Cua Lo Town. Up to now, 6.4km of site clearance has been completed. Construction has been completed on 3.5km of the section passing through Cua Lo Town.

Financial resources to implement phase 1 with a total investment of 1,411 billion VND, in line with the ability to balance capital allocated for the project until 2020, of which government bond capital is 1,100 billion VND and the provincial budget is 311 billion VND./.
