Breaking up an illegal human trafficking ring in Nghe An
(Baonghean.vn) - This is the second time Hoang Niem has received documents, cash and foreign currency from workers to unsuccessfully organize illegal labor trips to Germany.
Hoang Niem (born in 1974), residing in Nghi Quang commune, Nghi Loc district, was lured by Nguyen Hoang Trieu and Tran Dinh Huu to participate in a ring that organized others to flee abroad. Huu was arrested by the Investigation Security Department of Nghe An Province Police for the crime of Organizing others to flee abroad and was sentenced to 3 years in prison for the above crime.

Taking advantage of the time his sentence was suspended, Huu fled to Russia. After "catching the signal" with Hoang Niem, Huu and Trieu put Niem in jail by organizing a scheme to smuggle people abroad.
Present at the Security Investigation Agency to receive foreign currency, the father of the victim Hoang Thi Luu shared: "Hearing that Uncle Niem came to our house and promised that if he could not bring Luu to Germany, he would not only pay the full amount of foreign currency and cash but also pay monthly interest. Because he believed him, my wife and I agreed to mortgage the red book to the bank to borrow money for the child to go, hoping to escape poverty. Unexpectedly, after only 3 months in Russia, the children returned to Vietnam... Since then, we have been in debt."
Not only Luu's case, right in Nghi Thiet commune, there are 3 other cases of workers who also fell into the same tragic situation. After they set foot in Russia with the hope of flying to Germany as committed in the contract, but "waiting and waiting" for months but still could not get to Germany, they were forced to pay out of their own pocket to buy plane tickets to return to Vietnam. "Knowing that we were deceived by Niem, we wrote a petition to the Security Investigation Agency, hoping to recover the money and foreign currency to pay the bank," a relative of the victim said.
At the Security Investigation Agency, Niem stated that in early 2016, a young man named Nguyen Hoang Trieu (born in 1975), residing in Nghi Phong commune, Nghi Loc district, came to meet him and whispered that there was a line to send workers to Germany to work, with a price of 15,500 USD/person.
Believing Trieu, Niem found 4 people who wanted to export labor to Germany or England, including: Phan Van Bao (born in 1991), Vo Van Trung (born in 1991), Phan Thi Luu (born in 1995), all residing in Nghi Thiet commune, Nghi Loc district and Phung Thi Thao (born in 1993) residing in Nam Phuong block, Nghi Thu ward, Cua Lo town and advised them to prepare documents to send them to Germany to work. Niem received the documents and asked the workers to deposit 1,000 USD to complete the procedures. Niem handed over all the foreign currency to Trieu.

Niem also stated that about a week later, a man named Tran Dinh Huu, who was living in Russia, called Niem and asked the workers to pay another 10,500,000 VND to get their visas in time. After the workers paid the full amount, in September 2016, Huu called again and asked Niem to collect another 5,000 USD from each worker to complete the exit procedures to fly to Germany. The remaining foreign currency must be paid in full when going to Germany.
Believing Huu, Niem continued to urge the four workers to pay the full amount of foreign currency. On September 18, Niem took the four workers to Hanoi to fly to Russia as instructed by Huu. In Russia, after 3 months of waiting, Huu did not take the workers to Germany as promised in the contract, so the four bought their own plane tickets to return to Vietnam.
Based on Niem's testimony, the Security Investigation Agency summoned Nguyen Hoang Trieu for clarification. At the investigation agency, Trieu admitted to collaborating with Tran Dinh Huu (born in 1986), residing in Van Dien commune, Nam Dan district, currently living in Russia, to discuss and instruct Hoang Niem on how to advise, recruit labor export workers, and receive documents, money, and foreign currency before organizing illegal labor to Germany under Huu's instructions.
"Through the investigation, both Trieu and Niem admitted to collecting an additional 1,000 USD in foreign currency from each of the 4 workers to enjoy the difference, while Huu asked each worker to pay 15,500 USD," said Major Chu Van Huong, Head of the Investigation Team of the Security Investigation Department.
On March 29, Mr. Hoang Trung Xoan (Niem's brother) represented Niem at the Nghe An Police Investigation Security Agency to pay 6,000 USD to remedy the consequences for the victims. "Considering that the above foreign currency must be returned to the workers as soon as possible to remedy the consequences, recently, the leaders of the Provincial Police Investigation Security Department decided to return the above foreign currency to the 4 victims," said Major Chu Van Huong. Currently, Hoang Niem still owes 4 workers 10,500,000 VND each.
The Security Investigation Agency has initiated a case and prosecuted Nguyen Hoang Trieu and Hoang Niem for organizing the smuggling of others abroad to expand the investigation./.
