Nghi Truong (Nghi Loc): Striving to build a model new rural commune

(Baonghean) - After 4 years of implementing the National Target Program on New Rural Construction, Nghi Truong commune has gradually overcome difficulties, promoted internal resources and mobilized the strength of the entire political system and the entire people, completed 19/19 criteria and set a goal of striving to build a model new rural commune.

To successfully build new rural areas, the Party Committee and People's Committee of the commune have also determined the work of propagating policies and mobilizing people to actively participate in building new rural areas. Implementing democracy in all matters so that people know, people discuss directly and competent agencies decide, clearly identifying people as the subject in the process of building new rural areas.

Thanks to that, in recent years, the goals and significance of implementing the National Target Program on New Rural Construction have reached every household; creating conditions for implementing the Resolution of the 29th Party Congress for the 2016-2020 term on focusing on completing new rural criteria in 2016 with the participation of the entire political system.

Economic development to increase people's income is one of the important contents, both the driving force and the goal of the program; in recent years, after the People's Council of the commune passed resolutions on socio-economic development, the People's Committee of the commune has issued many policies to support infrastructure construction and socio-economic development such as: Support for the construction of concrete roads; construction of internal irrigation traffic, construction of hamlet cultural houses; support for household economic development... Through the conversion of production models, application of science and technology, introduction of effective, productive and high-quality plant and animal breeds into cultivation and animal husbandry.

Pay attention to creating favorable conditions to attract investment, promote the development of small-scale industry and secondary industries. Up to now, the commune has a Truong Thach industrial park, 6 small and medium-sized enterprises operating; 1 traditional craft village; over 100 organizations and individual households operating in small-scale industry and trade and service business, contributing to job creation for a large number of local laborers. The whole commune has 3,309 workers of working age with regular jobs, accounting for 98%; the annual GDP growth rate reaches 11 - 12%.

Vocational training programs are focused on, contributing to equipping farmers with basic knowledge and skills in a number of occupations in agricultural production, business, industry, and services, creating conditions for shifting rural labor to the industrial, service, and commercial sectors. The rate of trained agricultural and forestry workers reached 51.04%; average income per capita was 31 million VND/year, and the poverty rate decreased to 3.59%.

Over the past 4 years, the commune has invested 94,830 billion VND in infrastructure; of which the superior and local budgets, support from enterprises is 48.33 billion VND, and the people have contributed more than 46.5 billion VND. Therefore, the socio-economic infrastructure has been invested and upgraded in a synchronous manner, creating a new look for the homeland. The whole commune has upgraded and built 30.61 km of asphalt and concrete roads, 11.9 km of intra-field graded roads. The irrigation system has been solidified, built, upgraded and repaired 14.83 km of canals, bridges and culverts, basically meeting production needs, especially flood control in the area. The power grid continues to be upgraded, ensuring the needs of production development, improving rural life, 100% of households use electricity safely and regularly.

The school system at all levels has been invested in upgrading, building new classrooms, auxiliary works and fully equipped with facilities to serve teaching and learning. The number of junior high school students continuing to high school and vocational training is always over 98%, the rate of excellent students, students passing the college and university entrance exams is in the top of the district, kindergartens and primary schools have met national standards.

Cultural houses and community activity houses in communes and villages continue to receive investment and construction attention. Cultural houses with more than 350 seats have been built spaciously, 19/19 hamlets have cultural houses; there are soccer fields, volleyball courts, and simple sports fields that meet the standards of the Ministry of Culture, Sports and Tourism. The broadcasting system and postal and telecommunications service points have been upgraded to meet the new rural criteria. The system of cultural institutions in communes and villages has contributed to promoting the construction and implementation of rural cultural movements, improving the level of enjoyment and participation in cultural activities; up to now, 15/19 hamlets in the whole commune have been recognized as Cultural Villages at the provincial and district levels. All hamlets have built and implemented conventions and village regulations well and effectively.

Implementing well the work of ensuring primary health care for the people, the village health network system operates effectively, the rate of people participating in insurance reaches over 73.2%, the commune meets national health standards. Clean water, environmental sanitation, residential housing system and auxiliary works of the people have been clearly improved in the process of building new rural areas.

Through specific action programs associated with movements such as: Building "Clean roads, beautiful alleys, tidy houses"... environmental protection activities are carried out effectively; the environmental landscape is always green - clean - beautiful. The cemetery system is planned and gathered according to regulations.

Public facilities such as schools, commune health stations, commune People's Committee headquarters, and rural markets have water supply and sanitation facilities that meet standards, and the rate of people using clean water is over 100%. For 5 consecutive years, the Party Committee, government, and Fatherland Front of the commune have always achieved the title of "Strong Micro-organism", and all organizations have been classified by the district as having excellently fulfilled their tasks. The team of commune officials and civil servants has been trained, fostered, and recruited to meet the requirements of the task.

Achieving the criteria for building a new rural area is only the initial result. In the coming time, the locality will continue to improve the quality of the criteria to a higher and more sustainable level; strive to build a model new rural commune. This is the central and consistent goal and task that the Party Committee, government and people of Nghi Truong commune are determined to carry out.
