The 2016 Provincial Competitiveness Index (PCI) will be announced by the Vietnam Chamber of Commerce and Industry (VCCI) this morning (March 14). This is the 12th consecutive time that VCCI and the United States Agency for International Development (USAID) have announced a set of indicators to evaluate and rank the economic governance quality of provinces and cities in Vietnam.
To make the assessment, VCCI collected data from 10,037 domestic private enterprises, including 2,042 enterprises established in 2015 and 2016 and 1,550 foreign-invested enterprises from 46 countries operating in 14 provinces and cities.
In the 2016 rankings, Da Nang maintained its top position for the fourth consecutive year with a score of 70, marking the seventh time the city has led the country since PCI was announced. Quang Ninh rose to second place for the first time with 65.60 points, followed by Dong Thap with 64.96 points.
In Nghe An province, thanks to the efforts of all levels and the support of the people, investment attraction has improved, and the effectiveness of projects has been promoted positively. During that process, administrative reform has been continuously innovated in the most favorable direction for businesses and people, and the support of Party committees and authorities at all levels for businesses has been demonstrated through many specific actions.

Mr. Vu Tien Loc - Chairman of VCCI assessed that the PCI 2016 results reflected positive signs for domestic private enterprises. For the first time in the past 12 years, the average capital size of enterprises increased to the highest level, averaging 18.1 billion VND, double that of 10 years ago. The rate of enterprises recruiting additional workers increased by 1%, to 13% after one year.
A survey of foreign-invested enterprises (FDI) showed that 11% of enterprises revealed that they had increased their investment capital, 63% recruited new workers, the highest level in the past 5 years. More than half of the enterprises participating in the survey (about 800 enterprises) intended to expand their business activities.

In addition, the PCI 2016 report also devoted a chapter to assessing businesses’ perceptions of the environment. Accordingly, 50% of FDI enterprises and 45% of domestic enterprises are willing to pay a reasonable cost for specific environmental protection activities.
PCI is a widely used index in Vietnam to assess the level of convenience of administrative procedures at different provincial-level State agencies (such as business registration procedures, land, licenses, inspection, examination, corruption, etc.) and the level of government support (such as dynamism, vocational training, dispute resolution, etc.) as assessed by private enterprises operating in the locality. |
