Nam Thai (Nam Dan): Promoting internal strength, improving the quality of new rural criteria

(Baonghean) -After more than 5 years of efforts to build new rural areas, the commune has mobilized nearly 214 billion VND, of which people contributed more than 130 billion, accounting for nearly 61%.

Nam Thai is a mountainous commune with many difficulties in Nam Dan district with a natural area of ​​1,169.49 hectares, a population of 3,615 people distributed in 8 hamlets, with 1 party committee with 221 members operating in 10 branches, including 8 rural branches and 2 school branches. The people have a tradition of solidarity, diligence in production and labor, striving to improve all aspects of life, contributing to the successful construction of a new rural commune.

Immediately after the new rural construction program was implemented, the commune promptly established a steering committee; organized meetings from the commune down to the party cells, gathered people's opinions, discussed democratically, from which there were practical resolutions, appropriate action programs and effective implementation solutions.

The implementation process, selecting appropriate content and criteria, close to local conditions, at the same time promoting the inherent traditions of each hamlet, each clan, each family; promoting propaganda for all classes of people to understand the importance of building new rural areas, focusing on clearly analyzing in the community about 19 criteria on 5 groups of content; people directly do, people directly benefit.

The commune also regularly updates and propagates to hamlets advanced models in the new rural construction movement on loudspeakers, thereby arousing the spirit of solidarity and cooperation. Along with organizing many training sessions, visiting and learning about crop and livestock production models in other localities, Nam Thai has mechanisms to encourage people to exploit land advantages, apply scientific advances in production; actively borrow capital from credit programs supporting agriculture and rural areas to develop the economy.

Completed the land consolidation and plot exchange work according to Directive 08 of the Provincial Party Committee and Resolution 26 of the District Party Committee, creating favorable conditions for reasonable conversion of crop structure. The total annual cultivated area of ​​the whole commune has reached 448 - 497.67 hectares; the average food output has reached 1,383 tons/year. Some production models have brought economic efficiency such as winter-season vegetables, various beans in the summer-autumn season and high-quality rice in the spring season.

From there, build production and livestock models such as farms, integrated livestock farms, garden economy, hill gardens... Economic development helps people's lives to be constantly improved, the number of well-off and rich households is increasing, the number of poor households is significantly reduced from 12.6% in 2010 to 4.5 in 2016; economic growth rate in 2016 reached 109.7%, an increase of 7.2% compared to 2010; average income per capita increased from 12 million VND in 2010 to 27 million VND in 2016.

After more than 5 years of efforts to build the new rural area, the commune has mobilized 214,592 billion VND, of which the people contributed 130,132 million VND, accounting for 60.6%. In addition, 25 households voluntarily donated 1,400 m2 of land, of which 740 m2 of garden land, and 8 households voluntarily dismantled 830 m2 of surrounding walls.

From 2011 to present, the commune has asphalted and concreted nearly 32.85 km of rural roads; hardened 8.7 km of canals; built and upgraded 1 new pumping station and installed hundreds of intra-field bridges and culverts, dredged canals to proactively source water; invested in building 3 new transformer stations, upgrading 7 transformer stations and more than 29 km of low-voltage lines to ensure meeting the electricity demand in the area... Built a new headquarters of the commune People's Committee, built the campus of the commune cultural house, upgraded 8 hamlet cultural houses; renovated, expanded the campus and invested in many more facilities of the schools.

The new rural area has brought joy to people when the quality of life has been improved, both materially and spiritually. The movement to build a cultural life has been positively responded by the people. Up to now, the rate of cultural families has reached 86.4%; 7/8 hamlets have achieved the title of cultural hamlet. Policies for people with meritorious services and social security policies, poverty reduction and job creation have achieved many results. 100% of households have hygienic sanitation facilities. National health programs have been well implemented; the commune has met national health standards since 2012; the rate of people participating in health insurance has reached 73.5%.

The school buildings are built spaciously and solidly, the campus is cleaned and decorated. Children in the commune are excited to go to school in classrooms with full facilities... Thanks to that, the quality of education is increased every year. The rate of mobilizing 5-year-old children to go to school is 100%; the commune maintains and improves the quality of universal primary education at the right age and universal secondary education. The socialization of education continues to be implemented effectively, the activities of community learning centers, scholarship funds, agencies, and clans are increasingly promoted...

Focusing on directing the implementation of environmental sanitation work, with the issuance of a project to collect and treat waste centrally, the commune has basically ensured a green - clean - beautiful environment. Every month, the people are mobilized to clean up the environment, each organization undertakes 1 - 2 green - clean - beautiful roads. The Women's Union effectively implements the model of "5 no, 3 clean"...

Along with that, Nam Thai commune pays special attention to leading and directing the building of a strong political system. For many consecutive years, the commune Party Committee has been recognized as a strong political system. The staff and civil servants have capacity, qualifications, and a high sense of responsibility, 100% of civil servants meet the prescribed standards, of which more than 90% have university degrees. The government is annually assessed to have fulfilled its tasks well, the Fatherland Front and its member organizations are continuously ranked as excellent.

In the coming time, the Party Committee and the government of Nam Thai commune determined that the completion of new rural construction is only the starting point for a development stage, so the locality continues to consolidate and improve the quality of criteria to a higher level; implement effective and sustainable socio-economic development.
