In recent years, Tan Ky has proven to be a bright spot in attracting investment, attracting many important projects contributing to socio-economic development and increasing budget revenue in the area. In 2016, Hoang Nguyen Company Limited invested and put into operation a roofing tile and cotto tile factory in Nghia Dung commune with a capacity of 22 million tiles/year and 2 million m2 of decorative cotto tiles/year with a total investment of 150 billion VND.

The Auto Showroom and Commercial Services Project on Ho Chi Minh Road in Ky Tan Commune of Van Minh Dien Chau Company Limited with a total investment of 60 billion VND, an area of ​​20,023.5 m2, is preparing to come into operation. It is the largest auto showroom serving 11 western districts of Nghe An, mainly trucks, trailers, dump trucks, with a scale of 850 vehicles/year. Particularly in the first quarter of 2017, at the 2017 Spring Dinh Dau Investor Meeting of Nghe An, the Hai An Market Construction, Management and Exploitation Investment Cooperative (Hai An Cooperative) signed an investment commitment with the Provincial People's Committee for 2 projects in Tan Ky area including: Tan Ky Trade Center, Hotel and Town Market. This is good news for Tan Ky district, because the local traffic conditions are currently very favorable, located on the North-South highway, the demand for trade is quite large and commercial - service works are still rare in the area.

Consensus for new projects

Tan Ky town is the center of Tan Ky district, located on Ho Chi Minh road, with the Km0 milestone as a special national historical relic, currently planned for expansion by the Provincial People's Committee. After upgrading the town road, connecting routes with Ho Chi Minh road, investing in drainage systems... the dilapidated image of the town market and other infrastructure here has always been a concern of generations of local leaders.

The town market has been invested for a long time, now it is dilapidated, seriously degraded, causing food safety and hygiene problems and affecting the overall appearance of Tan Ky district. Attracting investment in the town market has been promoted for many years but no investors have come in. In the Resolution of the 20th District Party Congress, the construction of the town market was included in one of the key projects in the 2015 - 2020 period of the district, and is a project to celebrate the 55th anniversary of the establishment of Tan Ky district.

After the town primary school was moved to a new location, the Standing Committee of Tan Ky District Party Committee worked with the Provincial People's Committee, connecting with investors on the policy of calling for investment in building a market and a commercial center at the location of the town primary school (old). Implementing Notice No. 400/TB-UBND dated July 13, 2016 of the Provincial People's Committee on the conclusion of the Chairman of the Provincial People's Committee Nguyen Xuan Duong at the working session with the Hai An Market Construction, Management and Exploitation Investment Cooperative on market construction investment projects in Nghe An province, Hai An Cooperative surveyed Tan Ky and decided to choose to invest in building a new market (at the location of the old town primary school); a cultural, sports, hotel and event center (at the current town market location).

The project to build, own and operate Tan Ky market is implemented in Tan Ky town, Tan Ky district; land use area is 7,726m2, investment scale includes 481 business locations, including 38 3-storey kiosks with 1 attic arranged in 5 blocks at 5 corners of the project to create architectural highlights and beautify the urban landscape; 37 2-storey kiosks and 1 attic are arranged in rows of kiosks surrounding the traditional market in the middle. These kiosks are used as mini supermarkets, offices for rent, department stores, and general services.

In addition, there are 406 indoor business locations located in the center of the project, with an area of ​​5.1m2 - 15.9m2/location for small traders selling vegetables, fruits, aquatic products, seafood, and fresh food. The project also has a basement area of ​​about 6,886m2 used as a parking area, warehouse, goods preservation, and technical area. The total investment is about 177 billion VND, and the investor is currently designing and implementing investment preparation steps.

Another project is to invest, build, own, and operate the Tan Ky District Cultural, Sports, Hotel, and Commercial Service Center, also located in Tan Ky town. The project has a usable area of ​​7,056m2; construction area of ​​1,707m2, floor area of ​​5,491m2; the number of floors from 1 to 13 floors is arranged including: 2-storey commercial, service, and event center, 11-storey hotel, coffee service area, and swimming pool of 348m2. The project has a total investment of about 86 billion VND.

Investor - Hai An Cooperative under the Vietnam Market Development and Management Cooperative Union is a large, capable and prestigious investor in the field of investment, trade and service business, especially markets. The unit has invested in many projects in the provinces, such as: in Bac Ninh province, it has invested in 8 market construction projects; in Hai Duong province, it has invested in 5 market projects; in Bac Giang province, it has invested in 11 market and trade center projects,...

Mr. Pham Van Hoa - Chairman of Tan Ky District People's Committee, said: The District People's Committee and Hai An Cooperative are currently completing the documents for both projects to submit to the Provincial People's Committee for approval of the investment policy. After the projects are invested and put into use, they will change the appearance of Tan Ky town in particular and Tan Ky district in general, forming a first-class market with a modern scale, a hotel complex, a modern commercial center to meet the accommodation and shopping needs of the people in the town and tourists coming to Tan Ky.

The selection of the location for the market construction investment has a high level of consensus among the Party Committee and the government from the district to the town. Firstly, opposite the old market is the Square, the grounds of the Monument of the Rear towards the front line (a large cultural project associated with the special national historical site Km0 under construction), if the new market is built near the square, it is not suitable, moreover, the market is located on the main road of the town, it will cause traffic disorder. Secondly, building a new market on the old market site means having to build a temporary market for people to trade, this is both costly and not being able to find a suitable site will affect the people for many months.

Hai An Cooperative and all small traders in the town also met and agreed on the location of the market relocation to match the district's newly approved master plan. Tan Ky relocated the town's Primary School in 2013 to ensure facilities for the new school and to prevent the school from being located near traffic routes, affecting the children's traffic safety. This relocation was agreed upon by the town's military-civilian conference and the Standing Committee of the District Party Committee met and issued Notice No. 352-TB/HU on permission to survey and develop a plan to relocate the town's Primary School.

Regarding the investment progress, Mr. Pham Van Hoa - Chairman of Tan Ky District People's Committee added: After the project is approved in principle and the planning is approved by the competent authority, Tan Ky District People's Committee will establish a Compensation Council for Land Acquisition and Site Clearance to determine the compensation value of kiosks at the market according to regulations. Currently, there is no decision to approve the investment, no detailed planning approval, no investment project approval, so it is not possible to establish a compensation plan for land acquisition and site clearance.

This is a BOO (invest, own, operate) project. The rental price of booths will be negotiated by the investor with the business households, in which priority will be given to the business households in the old market. Through surveys of business households inside and outside the market, the majority of households want to enter the market to do business. And the departments and branches (Construction, Industry and Trade) have also agreed on the policy of relocating, renovating and investing in Tan Ky market.
