Do Luong District Social Policy Bank accompanies the poor
(Baonghean) - Over the years, the Social Policy Bank of Do Luong district has always accompanied the poor in the district, while constantly improving its capacity and operational efficiency. By the end of the first quarter of 2017, the Bank had disbursed loans to over 15,700 customers who are poor households, near-poor households, policy families, students.
Asking about the family of Mrs. Nguyen Thi Binh (born in 1959) and Mr. Dang Quang Duong (born in 1955) in hamlet 6, Thai Son commune (Do Luong) many people know; because they are one of the poor households that raised their children to be good students and successful: all 5 children went to university, now 4 of them have graduated, have stable jobs; the youngest son is in his second year at Hanoi University of Information Technology.

Ms. Nguyen Thi Binh said: The family is a farmer, looking at 12 sao of rice fields all year round, raising pigs and chickens to have more income to raise children to grow up. All 5 children are good students. The first daughter passed the Traditional Medicine University, the second son passed the Thai Binh Medical University, the third son passed the Trade Union University, the fourth son passed the Construction University... To have money to pay for the children's education, in 2007, the couple borrowed 4 million VND from the District Social Policy Bank under the poor student loan program. And from 2007 to 2014, the couple borrowed a total of 150 million VND. In February 2017, the couple paid off all their debts. According to Mr. Dang Quang Duong, if there was no help and conditions for loans from the Do Luong District Social Policy Bank, it would have been very difficult for them to raise 4 children to go to university.
As for the couple Tran Huu Duc (born in 1987) and Doan Thi Thanh (born in 1988) in hamlet 7, Thuan Son commune, they borrowed capital from the Social Policy Bank of Do Luong district to develop the economy, eliminate hunger and reduce poverty. Visiting Duc's 10-hectare farm specializing in raising breeding chickens and meat chickens, we can see the determination of the couple. On an area of 10 hectares, the couple planned 1 hectare of fish pond, 7 hectares of acacia, 3 hectares of xoan dau, and lat hoa, all ready for harvest. Under the canopy of the trees are 19 cages for raising hill chickens; each year they sell 70,000 chickens; the total income is about 1.5 billion VND/year. To increase capital and expand the scale of the farm, in 2016, Duc and his wife borrowed 50 million VND from the Social Policy Bank of Do Luong district. Mr. Duc said: The family's future direction is that after harvesting the plants, they will continue to plant new plants, and at the same time expand the farm to raise meat chickens, hill chickens, fish, wild ducks, porcupines...
Talking with Mr. Nguyen Huu Ky - Director of the Social Policy Bank of Do Luong district, it is known that: Promoting the effectiveness achieved in recent years, from the beginning of 2017, the Board of Directors of the Social Policy Bank of Do Luong district continued to closely follow Directive 40-CT/TW of the Central Party Secretariat, Directive 29-CT/TU of the Provincial Party Standing Committee and Plan 463/KH-UBND of the Provincial People's Committee on strengthening the leadership of the Party; The Board of Directors of the Social Policy Bank of Do Luong district focused on directing the implementation of policy credit work in the whole district right from the first days of the first month of the year, with a specific plan: Continue to effectively implement propaganda and dissemination of new policies to economic sectors in the whole district. Party committees, authorities and mass organizations from district to commune levels and related agencies and branches, together with the Social Policy Bank, actively participated in and strongly implemented the directives and plans of higher levels. The district-level trust units have directed the commune-level trust units and the management board of the Savings and Credit Group to focus on directing the implementation of good evaluation work for loan recipients and actively coordinate with the Social Policy Bank to organize disbursement and strictly manage credit programs, in order to effectively implement the socialization of credit work in the entire district. The credit quality results have always been maintained at a high level, showing that the on-time debt collection rate in the first quarter of 2017 reached 70% of the due debt.

Thousands of poor households in Do Luong district have escaped poverty thanks to the loan support capital of the Social Policy Bank. By the end of the first quarter of 2017, the loan turnover in the quarter reached 39,988 million VND, compared to the same period last year, the loan turnover increased by 9,997 million VND. Some credit programs with large loan turnover are: Loans for near-poor households 12,667 million VND, loans for poor households 8,120 million VND, loans for newly escaped poverty households 7,391 million VND, loans for clean water and rural sanitation 6,324 million VND... Total outstanding debt as of March 31, 2017 reached 350,610 million VND, compared to the beginning of the year increased by 4,446 million VND, a growth rate of 1.28%. Some programs with large outstanding loans compared to the beginning of the year are: Poor households increased by 3,566 million VND, near-poor households increased by 2,918 million VND, newly escaped poverty households increased by 4,471 million VND, clean water and rural sanitation increased by 902 million VND. In addition, the student loan program had a large outstanding loan decrease compared to the beginning of the year of 7,235 million VND, a decrease of 8.46%.
In order for the Government's preferential capital to reach the right subjects as quickly as possible and be used effectively, the Social Policy Bank of Do Luong district has built a network, coordinated with organizations and unions to implement the lending entrustment method. Currently, there are 33 transaction points of the Bank located in the commune center, with 406 loan groups carrying out disbursement transactions, debt collection, interest collection, and publicizing policies, beneficiaries, and planning targets right at the commune People's Committee headquarters.
Thanks to preferential loans from the Social Policy Bank and proper investment, poor households and policy families in Do Luong district have promoted their loans to develop the economy, contributing to sustainable hunger eradication and poverty reduction.
