Proposal to reduce the number of civil servants in finance, land administration, and justice at commune level

Secretary of Dien Chau District Party Committee Tran Van Cuong reported to the working delegation on the innovation of the content and leadership methods of grassroots Party organizations; innovation and improvement of the management effectiveness of grassroots authorities; innovation of the Party's leadership methods for the District People's Council; District People's Committee; judicial agencies; Vietnam Fatherland Front and mass organizations; personnel organization work, etc.

Particularly regarding the construction of the political system, the Secretary of the Dien Chau District Party Committee said that this locality clearly defines the rate of staff reduction each year and the rate of staff reduction by 2021 is at least 10% of the total assigned staff.

Up to now, the Party, Fatherland Front and district organizations have retired and transferred 7 people, recruited and received 4 people. The district People's Committee has 89 people, the district's affiliated units have 52 people, and the current school staff has 3,767 people.

However, according to Mr. Cuong, the organizational apparatus in the political system is not really streamlined, not really effective in operation; discipline and administrative discipline are sometimes not strict.

"Some Party committees, the Fatherland Front and mass organizations have not really innovated their working methods, improved their working style slowly, and implemented their work in a non-synchronous and rhythmic manner," Mr. Tran Van Cuong added.

Based on the reality in the district, the Secretary of the Dien Chau District Party Committee proposed and recommended to the survey delegation 19 groups of issues to improve the effectiveness of the Party's leadership method, build a streamlined political system apparatus, and operate effectively and efficiently.

Notably, Mr. Tran Van Cuong suggested that it is necessary to expand the congress to directly elect the Executive Committee, Standing Committee, Secretary, Deputy Secretary and leadership positions of Party committees at all levels; at the same time, increase the number of Party committees for units with Party organizations and a large number of Party members.

In addition, Dien Chau district also proposed to have regulations on the establishment and use of shared offices, accounting, documents, and treasurers of the Fatherland Front agencies and political organizations at the district level. The head is the Chairman of the District Fatherland Front Committee.

In particular, regarding the organization of the apparatus at the commune level, the head of the Dien Chau District Party Committee said that through surveys, some localities proposed to reorganize the staff to suit the situation.

"Reduce the number of civil servants in finance, land administration, and justice; at the same time, arrange an office civil servant to work as the Party Committee office, and add a Vice Chairman of the People's Committee at the commune level to the total number of assigned staff," Mr. Cuong proposed.

At the meeting, the survey team members and Dien Chau district exchanged and discussed to clarify some contents related to the district's proposals and recommendations, as well as some contents raised by the delegation such as: the Head of the Mass Mobilization Committee concurrently holding the position of Chairman of the Vietnam Fatherland Front Committee; the model of Secretary and Chairman at the commune level; activities of the people's bloc; allowing the grassroots to proactively use the payroll suitable for each locality out of the total payroll assigned; the merger of the Inspection Committee with the Inspectorate, the Organization Committee with the Department of Home Affairs...

Concluding the meeting, Minister Dinh Tien Dung discussed the importance of issuing a Project to continue innovating the Party's leadership methods, building a streamlined political system apparatus that operates effectively and efficiently.

Especially in the context of the rapidly changing world and domestic situation; especially at the recent 5th Central Conference, 12th tenure, 3 extremely important resolutions were issued: "Perfecting the socialist-oriented market economic institution"; "Continuing to restructure, innovate and improve the efficiency of state-owned enterprises"; "Developing the private economy to become an important driving force of the socialist-oriented market economy".

However, according to Minister Dinh Tien Dung, the reform of the organizational apparatus is still slow. “If the apparatus is not streamlined, the budget balance will be extremely difficult. Currently, there are few civil servants at the district level and above, but there are too many commune-level and part-time cadres. The number of civil servants in public service units is also more than 2 million,” said the Minister of Finance.

Based on that analysis, Minister Dinh Tien Dung assessed that the comments and discussions at the meeting were very important and the survey team received them and submitted them to the Project drafting committee, thereby advising so that when the Central Committee issues a resolution on this issue, it must be put into practice, contributing to the effective implementation of the Resolution of the 12th National Party Congress, which includes very important content such as restructuring the state budget and handling public debt.
